Durham Planning Commission M I N U T E S March 8, 2016 ▪ 5:30 p.m. City Council Chambers – 1st Floor 101 City Hall Plaza, Durham, NC 1. Call to Order Chair Harris called the meeting to order at 5:30 p.m. 2. Adjustments to the Agenda Chair Harris added an item to new business. (Resolution for Calin Riley) 4. Approval of the Minutes MOTION: Approve the Minutes from February 9, 2016 (Miller, Buzby 2nd). ACTION: Motion carried, 14-0 Durham Planning Commission Minutes March 8, 2016 Page 1 of 4 5. Public Hearings: Comprehensive Plan Future Land Use Map Amendments A. Leigh Village Compact Neighborhood (A1500014) Staff Report: Mr. Whiteman presented case A1500014. Public Hearing: Chair Harris opened the public hearing. Four citizens spoke in support. Five citizens spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on transportation concerns and the level of service of existing roadway infrastructure. Environmental concerns were also noted. Several Commissioners expressed concern that the Future Land Use was proposed for modification in advance of the Compact Design District zoning being applied. In addition, several Commissioners wanted an affordable housing program developed before establishing Compact Neighborhood Tiers at station areas. Lastly, the Commission supported changing the Future Land Use of Eastwood Park, in its entirety, to residential. MOTION: Recommend approval of A1500014. (Miller, Freeman 2nd) ACTION: Motion fails, 0-14 B. Patterson Place Compact Neighborhood (A1500015) Staff Reports: Mr. Whiteman presented case A1500015. Public Hearing: Chair Harris opened the public hearing. Two citizens spoke, one in support and one in opposition. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on concerns regarding the northern boundaries of the proposed Compact Neighborhood Tier. Several Commissioners expressed concern that the Future Land Use was proposed for modification in advance of the Compact Design District zoning being applied. In addition, several Commissioners wanted an affordable housing program developed before establishing Compact Neighborhood Tiers at station areas. MOTION: Recommend approval of A1500015 (Miller, Brine 2nd) ACTION: Motion failed, 2-12 with Ghosh and Gibbs voting yes. C. South Square/MLK Jr. Compact Neighborhood (A1500016) Staff Reports: Mr. Whiteman presented case A1500016. Public Hearing: Chair Harris opened the public hearing. Two citizens spoke, one in support and one in opposition. Chair Harris closed the public hearing. Erwin Road Compact Neighborhood (A1500017) Staff Reports: Mr. Whiteman presented case A1500017. Public Hearing: Chair Harris opened the public hearing. One citizen spoke in support. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on concerns that the Future Land Use was proposed for modification in advance of the Compact Design District zoning being applied. In addition, several Commissioners wanted an affordable housing program developed before establishing Compact Neighborhood Tiers at station areas. MOTION: Recommend approval of A1500017 (Miller, Brine 2nd) ACTION: Motion passed, 9-5 with Brine, Freeman, Huff, Kenchen and Winders voting No. E. Alston Avenue Compact Neighborhood (A1500018) Staff Reports: Mr. Whiteman presented case A1500018. Public Hearing: Chair Harris opened the public hearing. Two citizens spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on concerns about potential displacement of residents, increasing housing costs, and potential economic development impacts of future redevelopment. Several Commissioners expressed concern that the Future Land Use was proposed for modification in advance of the Compact Design District zoning being applied. In addition, several Commissioners wanted an affordable housing program developed before establishing Compact Neighborhood Tiers at station areas. MOTION: Recommend approval of A1500018 (Hyman, Miller 2nd) ACTION: Motion failed, 6-7 with Brine, Buzby, Huff, Kenchen, Miller, Riley and Winders voting No (Freeman recused). 6. Public Hearings: Comprehensive Plan Text Amendment A. Compact Neighborhood Tier Policy Updates (A1500020) Durham Planning Commission Minutes March 8, 2016 Page 3 of 4 Staff Reports: Mr. Whiteman presented case A1500020. Public Hearing: Chair Harris opened the public hearing. Two citizens spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on the need for the policy updates. MOTION: Recommend approval of A1500020 (Miller, Riley 2nd) ACTION: Motion passed, 13-1 with Winders voting no. 7. New Business A. Chair Harris acknowledged the service of Calin Riley, and thanked him for his participation on the Commission. (Resolution to follow) Motion: To send a certificate of appreciation to Calin Riley. (Brine, Hyman 2nd) Action: Motion carried, 14-0. B. Ms. Smith shared potential cases to be heard at the next meeting, and reminded Commissioners of their upcoming April training event. 8.
