Durham Cultural Advisory Board PUBLIC ART COMMITTEE Meeting, June 10, 2014, 3:00 p.m. Adaron Hall, Durham Arts Council MINUTES Members Present: ___ Joanne Andrews _X_ Kathy Bartlett ___ Sherry DeVries _X_ Steven Gatlin ___ Heather Gordon ___ Lucy Grant _X_ Mark Hough _X_ Noel James ___ Jessica Moore _X_ Chris Ogden ___ Kenneth Rodgers _X_ Karen Slotta OEWD Staff Present: _X_ Peter Coyle Also Present: Renee Leverty, Kevin Lilley The meeting was called to order by Chair Mark Hough at 3:05 p.m. Kevin Lilley reported that the Bull City Sculpture Show task force to review potential locations for the location of the Bull City Sculpture Show’s proposed purchase prize winner visited the piece, currently in Central Park, and looked at several potential permanent locations. They considered a number of possible locations in the Downtown area and in nearby parts of the City. He reported that several locations were identified. Some of these locations raised issues under the Americans with Disabilities Act or for other reasons, but a least three locations were identified in which the piece could be appropriately displayed without raising safety or technical issues. The consensus of the task force is that there are sufficient potential locations to guarantee that an appropriate and usable location could be found if the piece is offered to the City by Liberty Arts. He also reported that there will be some maintenance issues associated with the piece, but the City maintenance staff has agreed that these can be handled by their department. The General Services Department will be able to move and install the piece, if necessary, but recommended against multiple moves because of the potential for damage of the piece and, for the same reason, warned against placing it in a traffic island. Lilley and task force members reviewed a number of potential locations and suggested that at least three could be identified which both were appropriate to the display of the artwork and which did not have safety or technical issues. These locations in the garden area on top of the parking deck across Morgan Street from the Carolina Theatre, on the lawn of the History Hub and in the vicinity of Vin Rouge on Ninth Street. In addition it was discussed that the lawn next to the parking deck near the Mangum Street/Chapel Hill Street intersection could accommodate the piece but might not be the best location in terms of the esthetics for viewing. These were presented as examples of potentially acceptable locations. The City will have until October to determine an actual location. Kathy Bartlett made a motion to advise Liberty Arts that the proposed donation of Winding Out, by sculptor Robert Winkler, could potentially be accepted by the City. Noel James seconded the motion, which passed unanimously. Peter Coyle reminded the committee that this is an advisory resolution to Liberty Arts, which has the right to determine for itself which piece to award the purchase prize and to offer that piece to the City. The acceptance by the City of any piece will require the approval of the City Council and the best the committee can do is inform Liberty Arts that the piece in question does not raise problems. Ultimately the City Council could accept or reject any piece offered. Coyle will notify Liberty Arts of the committee’s vote. Mark Hough reported that the committee’s regular June meeting will be cancelled as there are no remaining pressing agenda items for June. The meeting adjourned at 3:55 p.m.
