Chris Ogden seconded the motion. It was approved unanimously. Kathy Bartlett made a motion to approve the minutes of the June 10, 2014 joint meeting of the Cultural Advisory Board and the Public Art Committee. Karen Slotta seconded the motion. It was approved unanimously. Brenda Miller Holmes reported that she is a week behind where she wants to be on the Civil Rights Mural but that she is moving forward. She reported that she has a great group of volunteers assisting her, including one from Charlotte. Peter Coyle reported that the City Manager has agreed to extend the expiration of the contract to October 31. Coyle passed out color pictures of the mural design to the committee. Coyle reported on the controversy involving the painting over of the Emily Weinstein mural near the Durham Arts Council building. Hough reported that the Historic Preservation Commission will be reviewing its policies with regard to murals. Margaret DeMott noted that the building owners (Caktus, LLC), the contractor and the Historic Preservation Commission followed existing policy, so it is a good time to see if any policy changes are necessary. Brenda Miller Holmes suggested that there should not be too many restrictions on the use of private property by its owners but a policy to encourage public comment might be helpful to both building owners and artists. The committee discussed the federal Visual Artists Rights Act (VARA) and what if any actions the committee should take. As the committee has no jurisdiction over public art on private property, it was suggested that the committee do what it can to facilitate discussion between the artist and the building owners, if requested and that it look at the general issue to see if it would be useful for the committee to create advisory materials and information for private projects involving public art. Holmes suggested that it might be helpful to the situation to encourage the building owner to support a new public art project at that location or another location. Hough reported on the status of the Durham Convention and Visitors Bureau’s request for photos of selected public art pieces in Durham for its web site project. Kathy Bartlett has built a list of works in Durham. Renee Leverty has identified eight pieces from that list. Bartlett reported that DCVB has photos of the eight pieces and that Paulie Murray musral photos are available on the Paulie Murray Project web site. Hough will send out the eight choices and the texts to accompany the photos. Coyle reported that the Bull City Sculpture Show donation is moving forward, based on the recommendation made to Libert Arts by the committee. A contract will be bdeveloped. Hough reminded the committee that the interviews of the finalists for the SmART Grant consultant project will be later today at the Durham Arts Council. Coyle will work with Brenda Miller Holmes and others to identify a date for the formal city acceptance ceremony for the Civil Rights Project mural. The meeting adjourned at 8:58 a.m.
