Call to Order Meeting was called to order at 8:30am by Chair Chris Ogden. II. Roll Call III. Approval of Minutes MOTION: Motion to accept December meeting minutes. (Bartlett, Seiz 2nd) ACTION: Motion approved 7-0 IV. Adjustments to the Agenda V. Presentations i. Liberty Warehouse Wall at Durham Central Park Noa Younse and Jennifer Hiser, the artist team selected to design and install public art along the Liberty Warehouse Art Wall at Durham Central Park, presented. The pair first  Public Art Committee met at California Polytechnic State University and later reconnected in New York City to form the public art partnership Pixel Patch Creative. Their primary project goals are to foster diverse community engagement, promote physical interactions, make a space for creative inclusivity, and create memorable moments in Durham Central Park. They are particularly excited about helping to add to Durham’s unique identity with the installation of a dynamic, interactive piece of public art. The pair is currently soliciting community engagement to shape and define the concept of their installation. They are also prototyping Pixel Blocks and will most likely be using an injection molding technique. The Public Art committee noted that their installation should avoid allowing access over the Liberty Warehouse Apartment Wall. Pixel Patch Creative will be hosting an Open House and Community Discussion event at Kompleks Creative on Wednesday February 21, 2018 at 6:30pm. ii. West Ellerbee Creek Trail Pedestrian Tunnel Artist Selection Cason Whitcomb presented a project update for the West Ellerbee Creek Trail Extension I-85 Pedestrian Tunnel. On January 1 a request for qualifications to install urban public art was released over www.Wufoo.com. The call closed on February 2nd and received eleven (11) applications. The Artist Selection Committee met on February 8th and selected Dare Coulter and Jonathan Massullo to install urban public art at the West Ellerbee Creek Trail Extension 1-85 Pedestrian Tunnel. The West Ellerbee Creek Trail Extension Tunnel Opening Ceremony will be held on March 22nd at 5:30pm at Westover Park. iii. Durham Police Headquarters Artist Selection Cason Whitcomb presented a project update for the Durham Police Headquarters public art process. On October 26, 2017 a request for qualifications was released. The RFQ closed on December 5, 2017 and 172 submissions were received. Jury rounds 1-2 were held December 8-12, 2017, Jury rounds 2-3 were held December 18-30, 2017. The Artist Selection committee identified semi-finalists on January 5, 2018 to be interviewed over Google HangOuts. On January 24, 2018 semi-finalists were interviewed and the artist team of Norman Lee and Shane Allbritton were selected to design and install public art at the new Durham Police Headquarters. Additionally, local artist team Brenda Miller- Holmes and William Paul Thomas were also selected to install public art at the new Durham Police Headquarters Complex. The City of Durham is now in the process of executing contracts. The City, Public Art Committee and Cultural Advisory Board will review initial design proposals; a project update to City Council is planned for May 2018. VI. Updates/Old Business  Public Art Committee i. Public Art Committee Application The Public Art Committee application is live and the deadline is March 9. Katie Seiz will be reaching out to Self Help to encourage members to apply. Major Steve Schewel appointed Mayor Pro-Tem Jillian Johnson as the city council CAB/PAC liaison. ii. The FENCE:Durham 2018 The deadline to apply to be featured on the FENCE 2018 is March 13. Durham is one of seven cities participating in the international traveling photography exhibition. The FENCE: Durham 2018 will be on display from August-November 2018. Programming opportunities utilizing the installation are being explored. iii. County Administration II Building PAC Status The public art installation titled “Taurus” at the County Administration II Building is still on track to be installed. iv. Name Badges The City of Durham has approved a new logo for the Durham Public Art committee, which can be accessed on the City of Durham Public Affairs website. v. Downtown Mixed-Use Parking Garage Public Art The City of Durham has an agenda item going to City Council March 8 work session for contract authority to contract with the artists selected to the Downtown Mixed-Use Parking Garage Public Art Project. Horseshoes left over from an old blacksmith shop were recently discovered on the construction site. The Public Art committee encourages the project manager and artists to explore the local network of ferries and blacksmiths to tie into the local history of the site. The full parking garage project is expected to be completed by January 2019, including the public art installation. vi. Cultural Advisory Board’s Artist Grant program Brian Smith will be sending out a draft of the CAB artists grant program to Public Art Committee members. vii. SmART Durham Update Sherry DeVries, Executive Director of the Durham Arts Council, presented a project update for the SmART Corridor Project 1: Corcoran Street Garage Art Wrap. Artist Olekan “LEk” Jeyifous visited Durham and hosted community engagement events at the Durham Senior Center, the Nasher, and Hillside High School. He also visited the Pauli Murray House. After his visit, LEk submitted an updated concept design to the Durham Arts  Public Art Committee Council incorporating Fitzgerald Bricks, the Farmers Bank, and multicolored hands making the “Bull City” symbol. The Durham Arts Council approved his final design concept with the contingency that he would articulate the Hayti spires, lantern image, and remove the image of the guitar player. The DAC will be giving the Durham City Council a project update on March 8, 2018. viii. Other Project Reports  DADA – The phone app sub application is in its early beta testing. “Blind Idol” is going to be in June in Durham at Carolina Theatre June 12. VII. New Business None. VIII.
