Call to Order 8:32am II. Approval of Minutes MOTION: Motion to approve Public Art Committee summary minutes from November 21, 2018 and December 19, 2018. (Castillo-Marte, Betsalel 2nd) ACTION: Motion passed. 14-0. III. Adjustments to the Agenda None. IV. Announcements and Presentations i. Introductions, Alex Benson and Cheryl Stewart Alex Benson will be joining the team as the new Public Art Intern and Cheryl Stewart, a consultant from the NC Arts Council, will be working with the City on various SmART Projects.  Public Art Committee ii. City of Durham Public Affairs, Amy Blalock Amy Blalock and the Public Affairs department work to increase awareness and engagement with the City through various internal and external communication channels. They work to notify the community of public art opportunities through news releases, social media posts, links on the City’s homepage, local media lists (neighborhood listservs, etc.), outlets like Bull City Today/Bull City Wrap, inclusion in City Manager reports, and through the Public Art subchannel on the City of Durham’s Youtube Channel. Public Art Committee members are encouraged to share opportunities through their personal networks, collaborate with other arts organizations, cultivate emerging artists, and identify/attend events to promote committee and public art opportunities. Sub-committees are to discuss budget for print collateral (business cards, take-aways, etc.), general marketing, and the overall estimate of a $10,000 administrative budget for the Public Art Committee and Cultural Advisory Board. A draft of a strategic communications plan will help the committee understand how to identify their audience and deliver messages and effectively engage residents across demographics. iii. Development Services Wall project, Stacey Poston and Max Dowdle Max Dowdle is painting a mural on the 14x60 ft wall that acts as a backdrop to a courtyard outside of City Hall. The budget for this project was $7,500 and concepts were done between two artists. These artists were pulled from the Garage Banner Design contest artist list, sent to the Planning staff, and Max was selected. After debating various designs with City Hall employees, the artist created an abstract design featuring architectural elements from four different buildings in Durham with seven stars scattered throughout the image. The paint used has a 10-year lifespan outside and the possibility of coating the piece is up for discussion. There will be signage for the piece along with the signs we have put up in Central Park and for the 3D mural outside of City Hall. These signs include a narrative, date, title, and name of artist in both English and in Spanish and will more than likely be used as a model moving forward. A sign for Major the Bull has also been ordered. iv. Public Art Committee Retreat Announcement, Stacey Poston There is a general consensus about the Public Art Committee Retreat being in March and using February as a way for subcommittees to gather information pertaining to PAC. Committee members would like a list of upcoming projects to know what is happening, keep track of dates, understanding selection processes, and having complete transparency. Upcoming projects that do not require approval from the committee will  Public Art Committee be sent out via email to keep members informed. The specific roles and mission of the Public Art Committee will be drafted by the governance committee for members to understand. v. Governance Committee Announcements and Discussion, Katie Seiz Main conversations during this meeting were around meeting efficiency and communication tools. A shared folder will be created on Google Drive for all task teams to allow for a centralized archive for members to use. The folder allows for all Public Art Committee members to review and add comments across sub-committees/task teams. Task teams should send agenda requests at the beginning of the month to be added to the agenda with any necessary documents included. Katie is currently drafting a document around general meeting facilitation: 1. Consensus v. Majority Rule a. Formalizing a commitment to consensus decision-making as the entire group works towards a decision that everyone can live with or step back from. b. A comprehensive document on the specifics of formal voting procedures are in the works 2. Chair and VP a. Chair to be a one-year term with a potential for a single re-election b. VP to serve a one-year term before being able to take on Chair role c. Vice Chairs can be nominated by others or be self-nominated 3. Public Meeting Spaces and Engaging Nonmembers a. Defining an agenda setting process for guest suggestions b. Methods for following up with guests 4. Core Values and Mission Statement a. Caitlin is drafting a mission statement b. Values: Diversity, Equity, Transparency, Durham Focused, Local Artists The next meeting for the Governance Sub-committee is February 4th, 2019 at 4 pm. V. New Business None. VI. Updates/Old Business i. Whipporwill Park, Caitlin Kelly The final design is expected this week, there will be an email sent to the committee asking for feedback. The artist’s meeting with the community is January 26th and 27th, painting will begin in February and have a hard stop at the end of February. The email listserv can also be used for the comment sheet.  Public Art Committee ii. Black Wall Street Gardens, Stacey Poston The Artist Selection Panel will select interview times and then interview the three artist teams. There is opportunity for a mentorship stipend and ways that sponsors can donate money to the mission. Durham Parks Foundation is ready to stand in as a fiscal sponsor for fundraising. iii.
