a. MOTION: Motion to approve Public Art Committee summary minutes from
October 2019.

b. ACTION: Approved with corrections to the attendance.

IV. Announcements and Presentations
a. Durham County Artist Presentation: Volkan Alkanoglu
i. Volkan Alkanoglu gave an update presentation via Skype call to PAC with
information on the design concept, site location, and community
engagement efforts for the public art installation at Durham County

Library. An online survey asking the community their preferences on the
artwork received over 1000 responses and was used as guidance for the
design along with the standards set by the Library on the durability,
maintenance, and safety of the piece. The sculpture will be made from a
high density rain-resistant mesh and face the plaza on the corner of
Roxboro and Liberty.
ii. There were varying responses from the Committee members on how well
the design concept translated from the responses in the survey.
Members have until 11/22/19 to submit feedback via email to Rebecca
Brown to be compiled for the Library’s review and consideration as we
enter the next phase of the project.
V. New Business
a. Advocacy and Project Cultivation: Neighborhood Public Art Project Update
i. The subcommittee has been working on the press release and social
media release. The survey will open January 1 and stay open for 6
months. The subcommittee wants the survey to be open long enough to
allow as many members of the community to view it. Triangle Artworks
has expressed interest in the survey. Caitlin will send PAC members a
copy of the press release and link to the survey for review. The
subcommittee is creating social media visuals to send out along with the
press release. The press release will be sent out via all City of Durham
channels. PAC members have suggested adding a link at the end of the
survey, requesting zip codes in the survey, posting the survey at the
Durham Senior Games Center, and send the survey through the Durham
Senior Center’s email listserv.
b. Community Engagement Discussion
i. This discussion around community engagement to inform and shape the
Neighborhood Public Art Project and future public art projects led by the
City involved brainstorming around the new Equitable Community
Engagement Blueprint and ways to map out our own blueprint for the
Cultural & Public Art Program. There is emphasis around designing a
model with engagement at the forefront, involving the community before
any projects are established and before a call for artists goes out.
ii. PAC wants to create a timeline for various projects with specifics on what
resources are available for engagement depending on each project’s

scale. Further questions include: What is PAC’s ability to communicate
with the community? Who is leading the work of engagement within the
City?
iii. Katie Seiz will be the lead for the community engagement task force and
work with the City to develop a cultural community engagement
blueprint draft.
c. Fundraising Update
i. This item has been pushed to the next PAC meeting in December.
