a. MOTION: Motion to approve Public Art Committee summary minutes from
November 2019.

b. ACTION: Approved with corrections to the Item 5, Section A.

IV. Announcements and Presentations
a. Foster in the Park – Development Agreement Public Art Mural
i. Taylor White, a member of the City of Durham’s Pre-Qualified Artist
Registry, provided an update via Skype presentation on the initial design
concept for the park, and requested feedback from PAC members. Using
feedback from community engagement sessions to inform her work, the

design concept features a blend of energetic people in an abstract form
aiming to represent universal humanity with ties to flora and fauna
illustrated in the background. Committee members have been invited to
submit their individual feedback on the proposal via email to be compiled
and sent to the artist. Some feedback include a stronger representation
of Durham’s diverse community and variance on the pink and purple
hues used as skin tones for the figures in the design. The artist will plan to
host further engagement sessions to gain model representations of the
people of Durham to be used in the updated design. The Committee
requested revisions to the design prior to making a final recommendation
of approval. The final design and member poll will be sent via email
before the next PAC meeting.
V. Updates/Old Business
a. Fundraising Update
i. No updates, further discussion pushed to a later meeting.
b. Neighborhood Public Art Program
i. The Advocacy and Project Cultivation Task Force provided an update on
their team’s work to draft an outline for the Neighborhood Public Art
Program, which can be located in the Google Drive following this link.
Members of the Committee are encouraged to submit their edits,
comments, and suggestions to the document.
ii. The Neighborhood Public Art Program is a pilot initiative of the Public Art
Committee to facilitate equitable opportunities for the placement of
public art works created by local artists in Durham neighborhoods. In
alignment with PAC’s mission and values statement, PAC will
collaboratively develop best practices and procedures for the program
with the communities it seeks to serve and provide support at all stages
of implementation. Priority will be placed on neighborhoods currently
lacking public art. The group led a sticky note activity where committee
members listed their metrics for what success looked like in this pilot
program.
