October 17, 2017 – 5:00 p.m.

Mayor Pro Tem Ockerlander called the meeting to order at 5:05 p.m.
Council present: Amy Ockerlander, Jason Walker, Dianne Brudnicki, Matthew Eyer, Scott

Staff present: Matthew Morton, Lindsey Vaughn, Boyd Benson, Jodi Wycoff, Police Chief

b. Duvall Police Department Open House
Mayor Ibershof welcomed everyone and introduced and thanked Jaime Kemper, Civil Service
Commission member, for serving on the Commission. Duvall Police Chief, Carey Hert, introduced the
Police Department employees present which included Sergeant Steve Sabourin, Sergeant Mike
DeBock, Officer Brandon Rhodes, Officer Kaitlin Fisher, Officer Jason DeVoir, Officer Micah Kwiat,
Officer Cory Clark, and Officer Scott Benjamin.
Chief Hert gave an overview of the upcoming presentations and thanked the Civil Service Commission
for all of their work this year. Chief Hert presented a comparison of Police statistics from 2016 to 2017
(as of October 1st) and reviewed the Department’s organizational chart. Chief Hert then introduced
new officers Fisher, Benjamin and Kwiat who each gave a brief summary of how they came to work
for Duvall.
Dr. Anthony Smith, Riverview School District Superintendent, thanked the Police Department and the
City for the partnership which has included the School Recourse Officer (SRO) and D.A.R.E.
programs.
Officer Clark, School Resource Officer, presented information about the SRO and D.A.R.E. programs.
Officer Rhodes said the Explorer program is starting soon and is being led by Reserve Officer Bob
Reife. Sergeant Sabourin discussed distracted driving enforcement efforts and Officer Rhodes
discussed the crosswalk safety program. Officer Rhodes said that the Department is moving towards
using more “less-lethal” weapons including a new deployment of less-lethal shotguns that use bean
bags. Sergeant DeBock and Officer Rhodes reviewed the Department’s community outreach efforts
including social media, working with the local schools to create the Department’s new mascot,
Commander Snow (a yeti), and working with other agencies and America’s Most Wanted. Sergeant

Sabourin discussed National Night Out in Duvall and Officer DeVoir said that he is the Department’s
certified Carseat Safety Officer and explained what the program entails.
Chief Hert reviewed various other duties that the employees have including fleet management,
instructors for various trainings, field training, etc.

The Committee of the Whole adjourned at 6:18 p.m.
