CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES October 24, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Ockerlander called the meeting to order at 5:30 p.m. Council present: Amy Ockerlander, Jason Walker, Dianne Brudnicki, Matthew Eyer, Scott Thomas, Michell Hogg, Becky Nixon Staff present: Matthew Morton, Lindsey Vaughn, Boyd Benson, Mike DeBock, Steve Sabourin, Jodi Wycoff a. 2018 Budget – department presentations: Police Department Mayor Ibershof and Matthew Morton, City Administrator, gave a presentation on the proposed 2018 Police Department budget. The overall budget allocation distribution is the same as 2017. The presentation included a review of each fund within the Police budget and details about services such as dispatch, jail, prosecution, public defense and IT as well as district court costs. Mr. Morton reviewed a summary of the results of the Level of Service study conducted earlier this year. Sergeant Mike DeBock and Sergeant Steve Sabourin reviewed their three-year supervisor development plan as well as future staffing deployment. b. Good of the Order Mayor Ibershof reminded everyone that the Grand Opening for Big Rock Ballfields is October 28th. Boyd Benson, Public Works Director, gave details about the celebration and answered questions from Council regarding the renovation project. (a. continued) - Public Works Boyd Benson, Public Works Director, handed out and reviewed a presentation on the proposed 2018 Public Works budget which includes Building, Engineering, Maintenance and Wastewater Treatment Departments as well as water, sewer, stormwater, parks and streets funds. The presentation included highlights from 2017, reviewed each fund within the overall Public Works budget and highlights anticipated for 2018. Mr. Benson also reviewed items not currently funded in the 2018 budget including McCormick Park bank stabilization, dump truck/snow plow purchase and pavement management funding.
