CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES November 1, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Pro Tem Ockerlander called the meeting to order at 5:35 p.m. Council present: Amy Ockerlander, Jason Walker, Matthew Eyer, Scott Thomas, Michell Hogg, Becky Nixon (absent: Dianne Brudnicki) Staff present: Matthew Morton, Lindsey Vaughn, Boyd Benson, Larissa Grundell, Jodi Wycoff, Lara Thomas a. Good of the Order There were no items for Good of the Order. b. Stormwater Plan Boyd Benson, Public Works Director, and Larissa Grundell, Assistant City Engineer, gave a presentation to review highlights of the various chapters of the Stormwater Plan. The chapters include: 1. Introduction 2. Surface and Stormwater Management Background 3. Watershed and Land Cover Conditions 4. Surface and Stormwater System Description 5. System Analysis 6. System Improvements – Capital Improvement Program 7. Funding and Financing Program 8. Operations and Maintenance and 9. Policies and Regulation. Mr. Benson explained that the final updates to the chapters are being made and the full document will be sent to Council and the Advisory Committee for their review and comments. Ms. Grundell reviewed the next steps including public hearings and adoption, which is currently scheduled for the first quarter of 2018. Mr. Benson and Ms. Grundell then answered questions from Council. c. 2018 Budget Mayor Ibershof asked Council to list any requests for additional information and ask questions about the 2018 Budget and the presentations that have been presented thus far. Mayor Ibershof explained that staff will review the questions and requests and bring responses to the November 14th special meeting. Council listed items they would like additional information regarding including Mayor/Council salaries, pavement overlay, restrooms for Big Rock Ballfields, the Sewer UV upgrade and pump station trailer and a new dump truck/plow. Council then asked clarifying questions on certain budget items.
