CITY OF DUVALL CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES November 14, 2017 – 5:30 p.m. Riverview Educational Service Center – 15510 – 1st Ave NE Mayor Ibershof called the meeting to order at 5:35 p.m. Council present: Amy Ockerlander, Matthew Eyer, Michell Hogg, Becky Nixon (Absent: Jason Walker, Scott Thomas, Dianne Brudnicki) Staff present: Matthew Morton, Lindsey Vaughn, Boyd Benson, Lara Thomas, Carey Hert, Jodi Wycoff a. Good of the Order There were no items for Good of the Order. b. 2018 Budget Mayor Ibershof handed out and reviewed a spreadsheet showing the current preliminary budget and the impact to the preliminary budget, should Council choose to re-allocate funds for specific items that Council requested additional information on during their November 1st Committee of the Whole meeting. Mayor Ibershof explained that, after further research, it was discovered that Council has to pass an ordinance before an election to consider increasing Mayor/Council salaries for any incoming candidates; therefore, the proposed Council salary increase is being removed from the proposed budget. Mayor Ibershof reviewed the items that would have to be unfunded to re-allocate funds for pavement overlay including Economic Development and updating the Parks, Trails and Open Space (PTOS) Plan. Mayor Ibershof said that there are some funds in the current preliminary budget for restrooms for Big Rock Ballfields; however, additional funding would need to be allocated to complete the project in 2018. Boyd Benson, Public Works Director, handed out and reviewed details regarding the sewer pump station trailer. Mayor Ibershof and Mr. Benson also reviewed the estimated costs for a new dump truck/plow. Council discussed each item and made the following recommendations for the 2018 budget:  Re-allocate the funds that were originally allocated for Council salary increases to donate to Valley 103.1 radio station.  Keep the Economic Development and the PTOS Plan update funding as currently proposed.  Allocate funds for a restroom and associated sewer main work for Big Rock Ballfields.  Keep the funding in place for the sewer pump station trailer.  Do not fund a new dump truck/plow at this time. Council did request that staff bring forward additional information early next year including an updated estimate for purchase and options for leasing this equipment when needed. There was Council consensus to make the above-referenced changes and bring the proposed 2018 budget forward for adoption at the December 5th meeting.
