COMMITTEE OF THE WHOLE MINUTES
October 2, 2018 – 4:00 p.m.

Mayor Pro Tem Eyer called the meeting to order at 4:05 p.m.
Council present: Matthew Eyer, Michelle Hogg, Mike Remington, Dianne Brudnicki,
Jason Walker, Jennifer Knaplund, Amy McHenry
Staff present: Lara Thomas, Lindsey Vaughn, Carey Hert, Diana Hart, Jodi Wycoff
I. Good of the Order
Councilmember Walker said that there is a new committee to create local policy that was formed
by the Department of Ecology and that the committee needs Duvall Council representation.
Councilmember Walker said he will officially request volunteers during the regular meeting.
II. Items
1. Budget Review and Department Presentations
General Overview:
Mayor Ockerlander gave a presentation introducing the proposed 2019/2020 biennial budget.
Mayor Ockerlander reviewed the areas of focus for this budget including unfunded mandates,
funding deferred maintenance and streamlining City operations. Mayor Ockerlander said that
the budget acknowledges and assumes a slowdown in the real estate market and explained that
the budget includes new FTEs (full-time equivalent) for the Public Works and Building
departments. Mayor Ockerlander said that the City Administrator position will remain vacant
through 2020; however, if revenues allow, filling the position earlier will be reevaluated.
Mayor Ockerlander reviewed additional assumptions made during the development of the
proposed budget and challenges that the City faces in the next biennium. Lastly, Mayor
Ockerlander reviewed the calendar for future meetings and answered questions from Council.
Finance Department:
Lindsey Vaughn, Finance Director, and Jodi Wycoff, City Clerk, gave a presentation on the
proposed 2019/2020 Finance Department budget. The budget includes salaries, supplies and
services for both the Finance and Clerk’s Departments. Ms. Vaughn explained that the City
now qualifies for annual audits from the State Auditor’s Office which is an increased cost from
year’s past. Ms. Vaughn and Ms. Wycoff shared items that were not requested in this budget
but will likely be requested in the next biennial budget including an evaluation of the financial
software and Human Resources staffing and/or contract. Lastly, Ms. Vaughn and Ms. Wycoff
reviewed the 2018 accomplishments and 2019/2020 goals for their respective departments and
answered questions from Council.

IT Department:
The City of Duvall contracts with City of Snoqualmie for IT Services. Below is the report from
Snoqualmie IT Manager, PJ Rodriguez.
PJ Rodriguez, IT Manager, gave a presentation on the proposed 2019/2020 IT Department
budget including specific budget items in each category. Mr. Rodriguez also reviewed the
accomplishments for 2018 as well as their 2019/20 work plan and answered questions from
Council about specific projects.
Executive:
Mayor Ockerlander reviewed the proposed Executive budget for 2019/2020 and explained the
workplan for the next biennium. Mayor Ockerlander introduced Diana Hart, Administrative
Assistant III, who supports the Executive branch. Ms. Hart explained her role for the Executive
department. Mayor Ockerlander then answered questions from Council regarding the workplan
and budget.
Legislative:
Mayor Pro Tem Eyer reviewed the proposed 2019/2020 Legislative budget which includes
salaries, regional association memberships, training, and general operating expenses for the
City Council and Planning Commissioners. Mayor Pro Tem Eyer explained that expenses for
Planning Commission used to be budgeted out of the Planning Department budget but were
moved to Legislative in this budget cycle. The Legislative budget also includes funding for
elections and voter registration costs. Council discussed the reduction in room rental costs
which assumes Council meetings will be moved to the Duvall Visitor Center. Council will
continue the discussion at a future meeting.
III. Adjournment
The Committee of the Whole adjourned at 6:55 p.m.
