CITY OF DUVALL CITY COUNCIL SPECIAL COMMITTEE OF THE WHOLE MINUTES October 9, 2018 – 4:00 p.m. Duvall Visitor Center – 15619 Main Street NE Mayor Pro Tem Eyer called the meeting to order at 4:02 p.m. Council present: Matthew Eyer, Michelle Hogg, Dianne Brudnicki, Jason Walker, Jennifer Knaplund, Amy McHenry, Mike Remington Staff present: Lara Thomas, Carey Hert, Lindsey Vaughn, Jodi Wycoff, Diana Hart, Larissa Grundell, Shaun Tozer, Mike Marty, Seth Harrison, Mike Fisher, Joe Chriest, Melanie Young, Mike Zylinsky, Alan Melani, James Lee, Gavin Harrold, Cody Hudson, Aaron Castillo I. 2019/2020 Proposed Budget - Department Presentations Public Works Shaun Tozer, Project Manager, and Larissa Grundell, Assistant City Engineer/Utility Inspector, gave a presentation on the proposed 2019/2020 Public Works budget. The Public Works budget includes Engineering, Maintenance and Wastewater Treatment departments, water, sewer, and stormwater utility funds, parks, streets, vehicle maintenance and capital facilities funds. The presentation highlighted anticipated expenditures for 2019/2020 within the overall Public Works budget and the individual funds. Mr. Tozer and Ms. Grundell, as well as other staff members present, answered questions from Council. Council requested additional information on specific items which will be provided at a future meeting. II. Transportation Benefit District Lara Thomas, Deputy City Administrator; Lindsey Vaughn, Finance Director; and Diana Hart, Administrative Assistant, reviewed a presentation regarding the options to fund the Transportation Benefit District. The presentation outlined the potential revenue from two options: a Councilmanic car tab fee and a sales tax increase which would have to go to the voters for approval. Council opted to consider a sales tax option as an agenda item to occur at a forthcoming meeting of the Transportation Benefit District. III.
