Page The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, October 24, 2016 at 7:07 p.m. Those present were Mayor ChrisYounger, Alderpersons Ray Carroll, Richard Reed, Ryan Shanklin, Robert Johnson, Belinda Oliver, Tom Mikkelsen, and Judy Baker. The City Attorney was present. Motion made by Ryan Shanklin, seconded by Ray Carroll to approve the minutes of the October 10, 2016 regular meeting. Motion carried with all ayes. Department Reports Public Works Supervisor Steven Tucker reported that a water leak at the intersection of North Main and Yorkville Streets was found and repaired today. The Street Department plans to pour concrete in some areas (sidewalks and basketball goals) before the week is out. The City Recorder said that monthly financial reports were at the member's seats. Water Superintendent Randy Gregory asked the board to approve $750.00 for calibration of the finished water meter at the water treatment plant. Rye Engineering can complete the calibration this week. Calibration of the finished water meter helps with the water loss scores submitted to the state each year; TAUD advises that this calibration helps with the score significantly. Motion made by Judy Baker, seconded by Ray Carroll to authorize Rye Engineering to calibrate the finished water meter for $750.00. Motion carried with all ayes. Patrolman Steve Webb presented information on the effectiveness of bullet proof vests. Chief Brad Lindsey reminded the board that vests "expire" every 5 years. ChiefLindsey hopes to purchase tactical vests which provide additional protection; the Department of Justice will provide reimbursement for part of the cost of such vests. Committee Reports Motion made by Judy Baker, seconded by Ray Carroll to reject the bid from Ty-Be construction for the Sewer Collection and Plant Improvements project. Motion carried with all ayes. Motion made by Judy Baker, seconded by Ray Carroll to authorize the change in scope for the CDBG Sewer Collection and Plant Improvements project. Motion carried with all ayes. Motion made by Ryan Shanklin, seconded by Judy Baker to reimburse Tyler Landrum at the GSA/State rate for meal and daily expenses for his upcoming training. Motion carried with all ayes. Alderperson Baker asked that an ordinance be drafted to make this policy change effective for all employees. Beautification Committee ChairJudy Baker thanked Liz Dodd and McCurdy Farms for the gift of the pumpkins adorning the front of City Hall. Baker asked about the new Christmas decorations; Mayor Younger said the brackets will be mounted soon. Baker also said that Shop After Hours and Open House will be on December 1 from 5:30-7:30, and without objection, the DyerStation and the City would host their event together at City Hall. Mayor Younger reminded the board that bulk pickup will be November 30. New Business Motion made by Ray Carroll, seconded by Belinda Oliver to pay the accounts. Motion carried with all ayes.
