Page The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 14, 2016 at 7:02 p.m. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Ryan Shanklin, Robert Johnson, Michael Barron, Belinda Oliver, Tom Mikkelsen, and Judy Baker.The City Attorney was present. Motion made by Ryan Shanklin, seconded by Ray Carroll to approve the minutes of the October 24, 2016 regular meeting. Motion carried with Carroll, Reed, Shanklin, Johnson, Oliver, Mikkelsen, and Baker voting aye; Barron abstained. Visitors Tom Lannom, representing the DyerVolunteer Ball League, addressed the board about the project to erect a batting cage. Tom thanked the board for approving the $2,500.00 for the cost of the concrete. He asked the board if they would consider donating the full $2,500.00 since the actual cost of the concrete was so much less than estimated since the pad had been downsized. Motion made byJudy Baker, seconded by Tom Mikkelsen, to donate $2,500.00 to the construction of the batting cage, including the actual cost of the concrete ($1,494.50). Motion carried with all ayes. The board discussed with Lannom various elements of the construction of the cage. Lannom asked if, since the construction of the batting cage is an improvement to the park, the construction costs could be run through the city with the Ball League reimbursing the city for expenses. Motion made by Judy Baker, seconded by Michael Barron to permit the construction expenses for the batting cage to be run through the city since the cage is an im provement to the David Robinson Recreation Park. Motion carried with all ayes. Mayor's Report Mayor Younger asked the board to accept Scott Deaver's resignation. Motion made by Ryan Shanklin, seconded by Ray Carroll to accept Deaver's resignation. Motion carried with Carroll, Reed, Shanklin, Johnson, Barron, Oliver, and Mikkelsen voting aye; Baker voted no. Mayor Younger asked the Board to confirm his appointment of Lewis Turner and Keith Siler to the Dyer Industrial Development Board for a term to expire May 8, 2022. Motion made by Ray Carroll, seconded byTom Mikkelsen to confirm the mayor's appointments of Turner and Siler to the Dyer Industrial Development Board. Motion carried with Carroll, Shanklin, Johnson, Barron, Oliver, Mikkelsen, and Baker voting aye; Reed abstained. Mayor Younger asked the Board to confirm his appointment of Randy Holloway to the Dyer Industrial Development Board for a term to expire May8, 2022. Motion made by Judy Baker, seconded by Ray Carroll to confirm the mayor's appointment of Holloway to the Dyer Industrial Development Board. Motion carried with Carroll, Shanklin, Johnson, Barron, Oliver, Mikkelsen, and Baker voting aye; Reed abstained. MayorYounger announced that the City of Dyer Employee Christmas Party would be held on December 9, 2016 at 6:00 at the Gibson County Golf Course. Mayor Younger reported that the Gibson County Emergency Medical Service has asked the city to provide internet at the ambulance station inthe Dyer Industrial Park. Due to a newsystem implemented by EMS, reports and billing information are now transmitted from the station over the internet. The board took no action. Department Reports Public Works Supervisor StevenTucker asked the boardto approve the installation of the garage door motors that were included in the 2016-2017 budget. The actual cost will exceed slightly the budgeted amount. Alderman Mikkelsen confirmed that they would be heavy-duty commercial openers. Motion made by Tom Mikkelsen, seconded by Judy Baker to approve up to $2,500.00 for the installation of garagedoor openers at the City Garage. Motion carried with all ayes. The City Recorder asked the board to spread the word about Tax Relief for Elderly and Veteran homeowners. Forms are available at the City Hall. Page. Mayor Younger said that William Caton would be off-work for several weeks due to an injury sustained outside of work. Water & Wastewater Committee Chair Judy Baker asked the board to approve the purchase of e-coli testing supplies for the wastewater plant for $900.00. Motion made by Judy Baker, seconded by Michael Barron to approve up to $900.00 for the purchase of e-coli testing supplies. Motion carried with all ayes. Committee Reports Park Committee Chair Belinda Oliver said the goals are up behind the Junior High School and they look great and very sturdy. Motion made by Ray Carroll, seconded by Ryan Shanklin to approve weekly pay increases of $0.97 for Brad Lindsey and $5.00 for Nathan Reed effective November 28, 2016 in order to avoid potential overtime liability in connection with the Overtime Final Rule as published by the United State Department of Labor to become effective December 1, 2016. New Business Motion made by Michael Barron, seconded by Ray Carroll to pass on its first reading Ordinance 2016-240, an Ordinance to Amend Title 4, Chapter 4 of the Dyer Municipal Code as Concerns Travel Reimbursement Regulations. Motion carried with all ayes. Motion made by Michael Barron, seconded by Ray Carroll to approve PO8023 to Russom's Carstar for $1,737.00 for truck repair. A portion of this has been recovered through insurance. Motion carried with all ayes. Tom Mikkelsen said he'd been getting calls about dogs and asked how the dog catcher should be contacted. Mikkelsen also expressed dismay in the way the information about bullet proof vests was covered in the Tri-City Reporter; his concern is that it might not be best to tell which rounds of ammunition are most effective against ballistic vests. Ryan Shanklin expressed concern about the effectiveness of code enforcement and whether a part-time code enforcement officer might be included in the 2017-2018 budget. Motion made by Ray Carroll, seconded by Richard Reed to pay the accounts. Motion carried with all ayes. Motion made by Ryan Shanklin, seconded by Richard Reed to adjourn.
