The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 28, 2016 at 7:03
p.m. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Ryan Shanklin, Robert
Johnson, Michael Barron, Belinda Oliver, and Tom Mikkelsen. The CityAttorney was present.
Motion made by Ryan Shanklin, seconded by Ray Carroll to approve the minutes of the October 24, 2016 regular
meeting. Motion carried with all ayes.
Mayor's Report
Mayor Younger asked the Board to confirm his appointment of Bob McAlexander to the Dyer Industrial
Development Board for a term to expire May 8, 2020. Motion made by Ryan Shanklin, seconded by Ray Carroll to
confirm the mayor's appointments of McAlexander to the Dyer Industrial Development Board. Motion failed with
Oliver and Carroll voting aye; Mikkelsen, Barron, Johnson, Shanklin, and Reed voted no.
Mayor Younger said that Elm Street is currently blocked off due to a subsiding repair to a sewer tap. The Public
Works department will inspect the line with the camera and determine what's causing the trouble.
Mayor Younger asked the board to consider Christmas bonuses for employees. Motion made by Robert Johnson,
seconded by Ray Carroll to authorize $100.00 bonuses for full time employees. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Tom Mikkelsen to authorize $100.00 bonuses for part-time and seasonal
employees. Motion carried with all ayes.
Motion made by Ryan Shanklin, seconded by Ray Carroll to authorize $100.00 bonuses for fire department
employees. Motion carried with all ayes.
Department Reports
Fire Chief Roger Worrell says the tanker conversion is progressingwell. Painting was finished today. It's time to
order the lights and siren. Motion made by Ray Carroll, seconded by Ryan Shanklin to order lights and siren for the
tanker from Madden &Associates under state contract for $3,200.00. Motion carried with all ayes.
Worrell asked the board to approve the radio, antenna, and installation as well. Motion made by Ray Carroll,
seconded by Tom Mikkelsen to authorize the purchase and installation of radio equipment in the tanker from CTS
Communications for $1,350.00. Motion carried with all ayes.
Public Work Supervisor Steven Tucker asked the board to approve the purchase of a load of gravel and of sand.
Motion made by Michael Barron, seconded by Ray Carroll to approve the purchase of a load of gravel and of sand
for a total cost not to exceed $575.00. Motion carried with all ayes.
The City Recorder said financial reports were at the member's chairs.
Committee Reports
Finance Committee Chair Ray Carroll asked for a Finance Committee meeting on December 8 at 6:00 to consider
police applications and for other purposes.
Building Committee Chair Michael Barron noted that the school system has installed newsiding on the ag building
behind the Dyer School.
Landfill Committee Chair Robert Johnson said he will schedule a committee meeting after the beginning ofthe
year.
Unfinished Business
Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on itssecond and final reading Ordinance 2016-
240, an Ordinance to Amend Title 4, Chapter4 of the Dyer Municipal Code as Concerns Travel Reimbursement
Regulations. Motion carried with all ayes.

New Business
Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on its first reading Ordinance 2016-241, an
Ordinance to Amend Title 4, Chapter 2 of the Dyer Municipal Code Permitting the Redemption of Unused Vacation
Time. Motion carried with all ayes.
Motion made by Michael Barron, seconded by Ryan Shanklin to approve PO 8040 to Sullivan Fabricating for
$1,540.00 for Handrails and Installation. Motion carried with all ayes.
Motion made by Michael Barron, seconded by Ryan Shanklin to approve PO 8017 to Craig's Firearms for Police
Backup Guns which will be employee reimbursable. Motion carried with all ayes.
Tom Mikkelsen expressed concern about accessibility of the new basketball courts behind the school; school
personnel should be advised that the courts are open to the public outside of school hours.
Motion made by Ray Carroll, seconded by Richard Reed to pay the accounts. Motion carried with all ayes.
Motion made by Ryan Shanklin, seconded by Richard Reed to adjourn. Motion carried with all ayes.
