Page The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, December 12, 2016 at 7:00 p.m. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Robert Johnson, Michael Barron, Belinda Oliver, Tom Mikkelsen, and Judy Baker. The City Attorney was present. Motion made by Michael Barron, seconded by Ray Carroll to approve the minutes of the November 28, 2016 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger asked the Board if it wished to grant an additional personal day as it has some years in the past. Motion made by Ray Carroll, seconded by Robert Johnson to grant an additional personal day to all full-time employees for the 2017 calendar year beginning January 1, 2017. Mayor Younger said that he had been in contact with the National Guard about possibly assisting with paving on the portions of North and South Main Street that the city maintains. This will be a long process. Mayor Younger asked the Board to confirm his appointment of Richard Edwards to the Dyer Industrial Development Board for a term to expire May 8, 2020. Motion made by Ray Carroll, seconded by Michael Barron to confirm the mayor's appointments of Edwards to the Dyer Industrial Development Board. Motion carried with all ayes. Mayor Younger asked the board to confirm his nomination of Melvin Hall, Johnny McCurdy, and Bryan Cathey to the Dyer Board of ZoningAppeals for terms to expire January 13, 2018, January 13, 2019, and January 13, 2020, respectively. Motion made by Ray Carroll, seconded by Michael Barron to confirm the mayor's appointments. Motion carried with all ayes. Mayor Younger reported that a sewer main was giving trouble on Lee Street. The line was repaired, but will need future attention. It should be repaired more permanently as part of the CDBG Grant. Department Reports Fire Chief Roger Worrell said that work on the tanker renovation was proceeding apace. He asked the board to approve up to $975.00 for lettering and striping. Motion made byJudy Baker, seconded by Ray Carroll to approve up to $975.00 for lettering and striping on the new tanker. Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Robert Johnson to approve the purchase of a load of gravel for $400.00 for the Street Department. Motion carried with all ayes. Water Superintendent Randy Gregory reported that an actuator for a valve in the backwash cycle has quit working. Higdon Electric examined it and determined that the problem is in a control board. Aspare board is on-hand and the actuator is working again. Gregory said it might be prudent to order another control board; it took more than a month to get a board the last time it was ordered. The City of Dyersburgalso has spare boards that can be borrowed in a pinch. The Board discussed possibly changing to a different type of actuator / control system. Dyersburg has switched some of theirs and they appear to be more reliable and cheaper to repair ifsomething fails. Gregory said the boards appear to last about 3-4years; retrofitting to the newer system might cost as much as $10,000 per unit. He will gather information for the board. Committee Reports Motion made by Judy Baker, seconded by Ray Carroll to hire Mark Meadows as a full time patrolman at the regular patrolman compensation rate. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Tom Mikkelsen to terminate seasonal employees effective December30, 2016. Motion carried with all ayes. Unfinished Business Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on itssecond and final reading, Ordinance 2016-  Page. 241, an Ordinance to Amend Title 4, Chapter 2 of the Dyer Municipal Code Permitting the Redemption of Unused Vacation Time. Motion carried with all ayes. New Business Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on its first reading Ordinance 2016-242, an Ordinance to Amend Title 1 Dyer Municipal Code Setting Alderman Compensation to Become Effective January 1, 2021. Motion carried with Carroll, Johnson, Barron, Mikkelsen, and Baker voting aye; Oliver voted no. Motion made by Judy Baker, seconded by Michael Barron to cancel the December 26, 2017 regular meeting. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Michael Barron to approve PO 8055 to Best Wade Petroleum for $848.10 for a barrel of oil for the wastewater plant. Motion carried with all ayes. Mayor Younger reminded the board that the Christmas Parade had been rescheduled to December 17, 2017 and that lineup would be at 1:00. Motion made by Ray Carroll, seconded by Michael Barron to pay the accounts. Motion carried with all ayes. Retiring Alderperson Judy Baker addressed the board, "I just want to say how much I have enjoyed serving on this board with each of you. Working with the departments and department heads and employees. I appreciate everything that you have done. You've helped me in many ways, in ways that I'll never forget. I'll never forget any of you. Thank you." Retiring Alderperson Belinda Oliver addressed the board, "I've enjoyed serving with you, but I'm happy to be gone.
