Page 3 The City of Dyer Board of Mayor and Alderpersons met in regularsession, Monday, January 9, 2017 at 7:17 p.m. following the administration of oaths to recentlyelected officials. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Ryan Shanklin, RobertJohnson, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by RayCarroll, seconded by Tom Mikkelsen to approve the minutes of the December 12, 2016 regular meeting. Motion carried with Carroll, Shanklin, Johnson, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Richard Reed abstained. Mayor's Report Mayor Younger distributed committee assignments. Mayor Younger asked the board to confirm his nomination of Ray Carroll as Vice Mayor. Motion made by Michael Barron, seconded by Ryan Shanklin to confirm Mayor Younger's nomination of Ray Carroll as Vice Mayor. Motion carried with Reed, Shanklin, Johnson, Barron, Blackburn, Mikkelsen and Hughey voting aye; Ray Carroll abstained. The City Recorder administered the oath of office for Vice Mayor to Raymond Carroll. Department Reports Fire Chief Roger Worrell reported that the tanker remount is complete and tanker is back. The lightand lettering are complete the truck is in service. Worrell also reported that Scott Speer resigned from the fire department between Christmas and New Year. Motion made by Ray Carroll, seconded by Craig Blackburn to accept Speer's resignation. Motion carried with all ayes Street Supervisor Steven Tucker reported that a tractor has been taken to Tennessee Tractor; the front hydraulic pump needs to be replaced. Tucker recommends purchasing and installing an after-market pump for approximately $2,000.00. Motion made by Tom Mikkelsen, seconded by Michael Barron to authorize up to $2,500.00 for tractor repair. Motion carried with all ayes. The City Recorder said that financial reports for the month ended November 30, 2016 were at the member's seats. The City Recorder also reminded the Board that City Stickers are now on sale. Water Superintendent Randy Gregory said that a gear box on one of the aerators at the wastewater treatment plant had malfunctioned. The gear box was examined and it appears to have two bearings down in it. The remaining bearings are questionable. Gregory believes Dyer staff can handle rebuilding the gearbox without replacing it. All the needed replacement bearings can be purchased from Reelfoot Bearing for $1499.90. Committee Reports Street Committee Chair Tom Mikkelsen would like to have a Street Committee meeting on Thursday at 6:00. Finance &Administration Committee Chair Ray Carroll asked the board to approve sending Municipal Clerk Ashlee Starkey to the Certified Municipal Finance Officer's classes offered by MTAS. Motion made by Ray Carroll, seconded byTom Mikkelsen to authorize the training. Motion carried with all ayes. Carroll also reported that Assistant Municipal Clerk Teresa Sturvidant had completed her initial probationary period and had received a favorable evaluation. He asked the board to increase her compensation to $10.00 per hour. Motion made by Ray Carroll, seconded by Tom Mikkelsen to increase Sturdivant's compensation to $10.00 per hour retroactively effective October 31, 2016. Motion carried with all ayes. Unfinished Business Motion made by Robert Johnson, seconded by Ryan Shanklin to pass on its second and final reading Ordinance 2016-242, an Ordinance to Amend Title 1 Dyer Municipal Code Setting Alderman Compensation to Become  Page 4 Effective January 1, 2021. Motion carried with all ayes. New Business Motion made by Michael Barron, seconded by Ray Carroll to approve PO 8152 for $1,605.97 to Weldon, Williams, and Lick for City Stickers. Motion carried with all ayes. Motion made by Michael Barron, seconded by Robert Johnson to approve PO 8153 to Reelfoot Bearing and Supply for $1,499.90 for repair parts for a gearbox at the wastewater treatment plant. Motion carried with all ayes. Mayor Younger asked the board's approval to allow the fire department to conduct training in a home recently acquired by the city through a property tax sale. The house should be demolished after all training is complete. The fire department training will not include a live burn. Motion made by Michael Barron, seconded by Ray Carroll to permit the fire department conduct training at 469 North Main St. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Ryan Shanklin to permit the police department to conduct training at 469 North Main St before the fire department. Motion carried with all ayes. Mayor Younger asked for the Board's approval for the Street Department to demolish the city owned house at 274 Oak St. Motion made by Ray Carroll, seconded by Michael Barron. Motion carried with all ayes. Motion made by Richard Reed, seconded by Ray Carroll to pay the accounts. Motion carried with all ayes.
