Page 11 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 13, 2017 at 7:00. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Michael Barron, Tom Mikkelsen, and Jennifer Hughey. Motion made by Richard Reed, seconded by Ray Carroll to approve the minutes of the January 23, 2017 regular meeting. Motion carried with all ayes. Visitors Dorinda Myles from Eagles Community Outreach addressed the board about the food program her organization has been presenting in Dyer for the last few years. They served 230 households most recently. Signups will be March 4 at the VFW; distribution for those signed up will be on March 18. The City Attorney arrived at 7:05 PM. Mayor's Report Mayor Youngerasked the Board to confirm his appointment of Tom Lannom to the Dyer Industrial Development Board for a term to expire May 8, 2020 (Charley Ewell's unexpired term). Motion made by Ray Carroll, seconded by Michael Barron to confirm the appointment. Motion carried with all ayes. Committee Reports Street, Maintenance, Water & Sewer Committee Chair Tom Mikkelsen asked for a committee meeting on Thursday evening at 6:00. Park Committee Chair Michael Barron asked if it is time to resurface the tennis courts. Mayor Younger said the cost would be between $2,500 and $4,000. Hesuggested discussing it during budget preparation. Barron also asked about resurfacing the recently reopened basketball courts; Mayor Younger suggested simply sealing it. Barron stressed that he'd like to keep the park looking as nice as it did last season; he commended the public works department, "It's the best it's looked in years!" Unfinished Business Mayor Younger said that he believes the problems with the liftstation on North Main have been resolved; the Dyer Nursing Home has eliminated the wipes that were cloggingthe pumps. New Business Motion made by Michael Barron, seconded by Ray Carroll to adopt Resolution 2017-223, a Resolution Proclaiming the City of a Dyer a "Rule of Law City" Concerning immigration. After some discussion of the actual effect of the resolution, the board asked the City Attorney to examine it. Motion made by Richard Reed, seconded byJennifer Hughey to postpone consideration of the resolution until the February 27, 2017 regular meeting. Motion to postpone carried with all ayes. Motion made by Michael Barron, seconded by Richard Reed to approve PO 8158 to Tennessee Tractor for $2,531.91 for Tractor Repair (Additional $31.91). Motion carried with all ayes. Motion made by Ray Carroll, seconded by Richard Reed to approve PO 8174 to ADC for $1,146.30 for water and waste water chemicals and water pump parts. Motion carried with all ayes. Mayor Younger asked about any updates on the drainage issue at 164 North Poplar. Mayor Younger asked ifthe ditch on the east side needed to be cleared. Alderman Ray Carroll said that it appeared to him that the west side appears to be lower, and that ifthe property owner wanted to dig up the culvert on that side ofthe road, it would be owner's responsibility. Mayor Younger said that Bob Wilson would be in Dyer on Wednesday to discuss a possible heli-pad for emergency  Page 12 helicopter landing. Younger said that a few trees alongside the fire department would need to be cut to facilitate helicopter landing. He said whether or not a pad is installed, these trees need to be cut. Sowell will cut the trees for $300.00. Mayor Younger asked the board for their consent to form a working group of citizens to discuss possibly installing a splash pad. The cost estimate is $65,000 to $125,000. These citizens have expressed interest in fundraising. Younger said that a grant might be available. There were no objections from the board. Motion made by Richard Reed, seconded by Ray Carroll to pay the accounts. Motion carried with all ayes. John Schweich addressed the board briefly about commercial development.
