Page 15 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 27, 2017 at 7:04. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. Motion made by Richard Reed, seconded by Jennifer Hughey to approve the minutes of the February 13, 2017 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger asked the City Attorney to report on the house at 113 Lee St. The CityAttorney advised that Carl Woods owns most of the property now with a smaller percentage still being held by other heirs. Mr. Woods has attempted to consolidate his ownership, but other parties are non-cooperative. The City Attorney provided a couple of options that the City might remedy the perceived blight at that property. Motion made by Tom Mikkelsen, seconded by Ray Carroll to have the City Attorney draft and send a letter to Mr. Woods advising him that the city would pursue a remedy under the slum ordinance if he didn't take action to remediate the slum and blight conditions within 30 days. The motion carried with all ayes. Department Reports Dyer Police Chief Brad Lindsey advised the board that Asst. ChiefWilkins had undergone some knee surgery and would be off work for several weeks. The City Recorder said that January financial reports were at the member's seats. He also reminded members about city stickers. Mayor Younger asked Water Superintendent Randy Gregory about the condition of the aerator at the wastewater treatment plant. Gregory said that if the weather held, it was his intention to get the gearbox removed on Tuesday. Mayor Younger suggested that it might be best to wait until after the potential storms had passed. Unfinished Business The City Attorney reported on proposed Resolution 2017-233. He suggested that this was essentially a political statement in response to some cities who have attempted to become "sanctuary cities." Mayor Younger said, "I'd rather Alderman Shanklin be here to discuss this [before the board takes any action]; I'd rather the City not be see in a negative light," and, "this doesn't do anything." Mayor Younger said that Bob Wilson had agreed to fund the construction of the helipad at the fire station. He'll also handle the electricity, and the construction of the sidewalk. Younger said there were no strings attached, "As far as Iknow, he's not asking for anything. He just wants it done." Younger said the board should vote to permit this use of city property. Alderman Ryan Shanklin arrived at 7:59 PM. Motion made by Tom Mikkelsen, seconded by Ryan Shanklin, to allow construction of the helipad at the fire station on city property by Mr. Bob Wilson provided Mr. Wilson signs a release to the city when the helipad is completed. Motion carried with all ayes. New Business Mayor Younger asked Alderman Shanklin to speak to his proposed resolution. Shanklin said, "There are bills in the state legislature ... they're saying ifyou declareto be a sanctuarycity, you losefederal funding. It's [the resolution] preventing us from being a sanctuary city." Motion made by Ray Carroll, seconded by Ryan Shanklin to adopt Resolution 2017-233, a Resolution Proclaiming the City ofa Dyer a "Rule of Law City" Concerning immigration. Motion carried with Carroll, Reed, Johnson, Barron, Blackburn, and Shanklin votingaye; Mikkelsen and Hughey voted no.  Page 16 Motion made by Ray Carroll, seconded by Ryan Shanklin to pay the accounts. Motion carried with all ayes. Mayor Younger asked the board to approve selling a surplus police car, which had previously been authorized to sell via sealed bid, via GovDeals.
