Page 19 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 13, 2017 at 7:00. Those present were Mayor Chris Younger, Alderpersons Richard Reed, Ryan Shanklin, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. Motion made by Michael Barron, seconded by Richard Reed to approve the minutes of the February 27, 2017 regular meeting. Motion carried with all ayes. Visitors The City Attorney had communicated with some of the minority owners of the property who refused to deed their interest to the majority owner, Mr. Woods. Mr. Barron introduced Mr. Carl Woods, who owns approximately 75% of the property. Mr. Woods said that there had been interest in purchasing the house from various parties in the past and that he would approach an individual who had more recently expressed interest. Mr. Barron stressed to the Board that even if Mr. Woods were to deed his interest in the house to the city, gaining clear title would be difficult. Mr. Woods has paid the property tax on the property since 1997. The board urged Mr. Woods to seek a quick resolution; Mr. Woods will return to the board on March 27. Mayor's Report Mayor Younger said that many of the storm drains and ditches in the city need to be cleaned or maintained and he would ask Wastewater Superintendent William Caton to ask for additional trustees assigned finish some of the cleaning and maintenance on the drains and ditches. Mayor Younger informed the board that since Tyler Landrum needed some additional time in the water plant as part of his licensing process that the mayor is assigning Tyler to Water Superintendent Randy Gregory's direct supervision. He'll still be available to assist with wastewater tasks as needed; Mr. Caton and Mr. Gregory can coordinate that among themselves. Since Caton is still a bit limited in his range of motion, Mayor Younger assigned Larry Jackson to work under Caton for the time being. Street Supervisor Steven Tucker can contact Caton if he needs Jackson's assistance. Department Reports Dyer Police Captain Knott Bailey reported that Assistant Chief Wilkins is recovering well. He asked the board for their prayers for Chief Lindsey's brother who had emergency surgery. Wastewater Superintendent William Caton reported that the influent flow meter at the Wastewater Treatment Plant failed calibration this year. It needs to be replaced. The cost is estimated at $3,500.00, which includes installation. Caton noted that the effluent flow meter display is malfunctioning, so the display from the old influent meter will be displayed to the effluent meter. Motion made by Tom Mikkelsen, seconded by Jennifer Hugheyto approve the purchase and installation of a new influent flow meter at a cost not to exceed $3,500.00. Motion carried with all ayes. Unfinished Business Alderman Tom Mikkelsen asked for a meeting to discuss drainage, bulk waste disposal, and the landfill. A committee meeting was scheduled for Thursday night at 6:00.
