The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, July 10, 2017 at 7:00 PM. Those
present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Michael Barron, Craig Blackburn, Tom
Mikkelsen, and Jennifer Hughey. The City Attorney was present.
Motion made by Ray Carroll, seconded by Jennifer Hughey, to approve the minutes of the June 26, 2017 regular
meeting. Motion carried with all ayes.
Mayor's Report
Mayor Younger presented a list of potholes he suggest having repaired. Motion made by Ray Carroll, seconded by
Jennifer Hughey to solicit bids for the repair of the potholes. Motion carried with Carroll, Barron, Blackburn,
Mikkelsen, and Hughey voting aye; Richard Reed abstained.
Mayor Younger discussed a proposed truck route including TN 77 and TN 185. His hope is that these routes will
direct truck traffic toward streets that are better equipped to handle heavy loads rather than the side and
residential streets. Motion made by Tom Mikkelsen, seconded by Michael Barron to designated TN 77 (the
Yorkville Highway) and TN 185 as truck routes for the City of Dyer. Several board members thought it might be
prudent to discuss the proposal with The Anderson's and other. Motion made by Ray Carroll, seconded by Richard
Reed to postpone consideration of the motion until the July 24, 2017 regular meeting. Motion carried with all ayes.
Department Reports
Fire Chief Ryan Shanklin asked the board to approve three new firefighters including Preston Hughes, William
Pierson, and Randy Hill. Motion made by Ray Carroll, seconded by Jennifer Hughey to hire Hughes, Pierson, and Hill
as firefighters. Motion carried with all ayes.
Chief Shanklin also asked the board to solicit applications for other firefighters. Motion made by Craig Blackburn,
seconded by Jennifer Hughey to solicit applications for firefighters. Motion carried with all ayes.
Chief Shanklin informed the board that the Fire Department is applying for two grants: One from the TML Pool (a
matching grant) and another from Walmart (100%).
Water Superintendent Randy Gregory asked the board to approve the trial and purchase of actuators for the water
plant. The cost is $4,600 each, including installation. Motion made by Tom Mikkelsen, seconded by Michael Barron
to approve the trial and purchase of actuators for the water plant with one being evaluated for several months
before purchasing the other (if appropriate). Motion carried with all ayes.
Committee Reports
Finance, Administration, and Personnel Committee Chair Ray Carroll asked for a committee meeting on July 17 at
6:00 PM.
Street, Maintenance, Water, & Sewer Committee Chair Tom Mikkelsen said he'd like to send Steven Tucker for
water distribution training. There was no objection from the board. Mikkelsen also asked about water valves;
Water Superintendent Gregory said he and Steven Tucker would check to which were the most important and
develop an installation plan and schedule.
New Business
MayorYounger noted that the evergreen tree in the corner of the Georgia Mcllwain Ellis Mini Park appears to have
died. He'd like input on what kind of tree should replace it.
