Page 67 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, August 14, 2017 at 7:00 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Fred Ivie, Craig Blackburn, Michael Barron, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Ray Carroll, seconded by Jennifer Hughey, to approve the minutes of the July 24, 2017 regular meeting. Motion carried with Carroll, Reed, Ivie, Blackburn, Mikkelsen, and Hughey voting aye; Michael Barron abstained. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes of the July 31, 2017 called meeting. Motion carried with all ayes. Mayor's Report Mayor Younger updated the board on the plans for the community fun day to be held on September 16, 2017. The rain date will be the following Saturday. The School, local fire departments and other organizations are assisting and participating. Mayor Younger asked the aldermen who wish to assist to notify city hall; also, citizens interested in volunteering should contact city hall. Mayor Younger reported that one bid had been received for pothole repair. PRI submitted a bit for $33,946.50. Motion made by Ray Carroll, seconded by Jennifer Hughey to accept the bid. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Craig Blackburn to award the pothole paving bid to PRI for $33,946.50. Motion carried with all ayes. Department Reports Dyer Fire Chief Ryan Shanklin reported that a reception for recently retired Chief Roger Worrell will be held on September 10, 2017 at 2:00 at the fire station. Shanklin also informed the board that Greg Morris had turned in his gear as he was moving out of the area. Shanklin said that 3 candidates for firefighter had been interviewed (a 4th candidate hadn't passed a background check). Shanklin proposed appointing Randy Moore and Jessica Rudd as firefighter. Mayor Younger left the meeting at 7:23. Alderman Richard Reed left the meeting at 7:24. Mayor Younger and Alderman Reed returned at 7:25. Motion made by Ray Carroll, seconded by Jennifer Hughey to accept Greg Morris's resignation as a firefighter. Motion carried with all ayes. The City Recorder was instructed to thank Morris on behalf of the Board for his service to the community. Motion made by Ray Carroll to appoint Randy Moore as a firefighter. The motion failed for lack of a second. Motion made by Ray Carroll, seconded by Michael Barron to appoint Jessica Rudd a firefighter. Motion carried with Reed, Ivie, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Ray Carroll abstained. Public Works Supervisor William Caton reported that the 1987 2355 John Deere Tractor PTO shaft is worn and needs to be replaced. The parts and labor from Tennessee Tractor is estimated at $2,950. Kenny Flowers estimates he can complete the work for $1,400 (parts) not including labor. Flowers's labor is $50/hr vs $130/hr at the dealer. Caton also reported that another zero turn mower is at Tennessee Tractor for repairs. Motion made by Tom Mikkelsen, seconded by Craig Blackburn to have the 2355 John Deere Tractor repaired by Flowers at a cost not exceed $3,000.00. Motion carried with all ayes. Water Superintendent Randy Gregory reported that the doors for the pump station at the Dyer Industrial Park have arrived and would be installed soon. Thedoors were donated bythe manufacturer. Mayor Younger thanked Gregory for his efforts at saving money.  Page 68 Wastewater Superintendent William Caton said that a sonic start had failed on a pump at the wastewater treatment plant. A replacement sonic start was transferred from the lift station at the former Expo site. A new sonic start will be needed as a backup. Motion made by Craig Blackburn, seconded by Michael Barron to purchase a sonic start at a cost of $620.00. Motion carried with all ayes. Committee Reports Dyer Fire Chief Ryan Shanklin said that he may ask for permission to apply for an AFG grant to purchase a new fire engine. The city's match will range from 10-25%. More information will be forthcoming. Shanklin also said the city may apply for a fire prevention grant. Police Chief Brad Lindsey said that Captain Bailey would be attending a class where he has the opportunity to win a fully equipped police vehicle. Motion made by Ray Carroll, seconded by Jennifer Hughey to designate Richard Pugh a regular full-time employee with a pay rate of $10.85 per hour effective with payrolls beginning August 14, 2017. Motion carried with all ayes. Street, Maintenance, Water & Sewer Committee chair Tom Mikkelsen asked about a previously discussed plan to purchase ground up asphalt for use at the wastewater treatment plant. Motion made by Tom Mikkelsen, seconded by Craig Blackburn to authorize the purchase of 4 loads of asphalt millings at a cost of up to $300.00 per load for use at the wastewater treatment plant. Motion carried with all ayes. Unfinished Business Motion made by Michael Barron, seconded by Ray Carroll to pass on its second and final reading Ordinance 2017- 248, An Ordinance to Amend Title 16 of the Dyer Municipal Code to prohibit disposal of grass clippings and other debris in streets, sidewalks, or alleys. Motion carried with all ayes. New Business Motion made by Michael Barron, seconded by Ray Carroll to approve PO 8271 to Greene Military for $3,300.00 for Ballistic Vests and Other Items, a portion of which is 50% reimbursable under a grant. Motion carried with all ayes. Mayor Younger asked the board to consider resurfacing the tennis courts even though the work was not included in the 2017-2018 budget. He estimates the cost at $3,000-$4,000. Mayor Younger will investigate further. Motion made by Ray Carroll, seconded by Michael Barron to pay the accounts. Motion carried with all ayes.
