Page 87 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, October 23, 2017 at 7:08 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Fred Ivie, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes of the October 9, 2017 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger asked the board to confirm his appointments to the Dyer Regional Planning Commission as follows: Melvin Hall and Tom Lannom, terms to expire December 31, 2018; Kenny Marvin, term to expire December 31, 2019; Charles Nolan and Terry Fletch, terms to expire December 31, 2020; Tom Mikkelsen, representing the Board of Aldermen, term to expire December 31, 2020. Motion made by Ray Carroll, seconded by Jennifer Hughey to confirm the Mayor's appointments to the Dyer Regional Planning Commission. Motion carried with all ayes. Mayor Younger presented a change order from PRI, Inc. for additional pothole repair work in the amount of $5,943.00. Motion made by Ray Carroll, seconded by Jennifer Hughey approve the change order. Motion carried with all ayes. Department Reports Dyer Fire Chief Ryan Shanklin reported that 8 individuals are interested in First Responder training. Right now, there are only 3 First Responders regularly responding to calls. The training costs $300 per person. If the Board approves payment for the training, an agreement will be drawn up which deducts the cost of the training from fire department pay checks if the individual fails to pass or complete the training. Additional first responders are necessary as ambulances seem to be further and further away. Shanklin said First Responders waited on the scene recently for 1.5 hours waiting for an ambulance. Shanklin said the funding for the training can be drawn from the budget line for sealing the parking area at the fire department as it's been recommended that the parking lot not be sealed. Motion made by Ray Carroll, seconded by Tom Mikkelsen to authorize up to $2,400.00 for training new first responders. Motion carried with all ayes. ChiefShanklin also asked the board to approve the purchase of 25 LED flashlights at $112.00 each; a TML grant will pay for approximately half the costs of the flashlights ($1,250.00 grant payment, $1,550.00 city cost). After some discussion, the board expressed its desire that all firefighters have a new light. Motion made by Fred Ivie, seconded by Jennifer Hughey to authorize the purchase of 28 flashlights for the fire department at a cost of $112.00 each. Motion carried with all ayes. Finally, ChiefShanklin said that the Fire Department has evaluated several reporting software packages and has settled on the Emergency Reporting software package. The software is entirely hosted online. The cost is $2,189.00 for the first year which is$74.00 overthe budgeted amount. Motion made by Ray Carroll, seconded by Tom Mikkelsen to approve the purchase of the Emergency Reporting Records Management System for $2,189.00. Motion carried with all ayes. Water Superintendent Randy Gregory said that he had almost completed assembling a tool list to outfit the utility trucks. He estimates the cost to be between $1,500and $2,000. Motion made by Fred Ivie, seconded byJennifer Hughey authorize up to $2,500.00 for the purchase of tools. Motion carried with all ayes. The City Recorder said that financial reports were at the member's seats. Committee Reports Mayor Younger reported that the houses discussed at previous meetings had been demolished; all that remains to do is some leveling. Page 88 Street and Maintenance Committee ChairTom Mikkelsen asked how many dumpsters were needed to complete the cleaning up at the landfill. Public Works Supervisor William Caton estimated that two more dumpsters should complete the cleanup. Mikkelsen expressed his hope that this could be completed by bad weather. Mayor Younger asked if the storm sewer grates were being regularly cleaned. Caton said that his instructions to the street department had been to clean them as they picked up brush, but that he will now require them to submit a written list of the grates they clean. Unfinished Business Mayor Younger discussed paving on former State Route 5 for some time. He expressed his frustrations with the cost of the pavingand talked about his efforts to have the state resume maintenance of the section, as they had done with State Route 367 through Trenton. His plan is to lobby state officialsfor this purpose, and to recruit other local officials to help push the effort. New Business Alderman Fred Ivie asked if leaning signs could be straightened. Mayor Younger announced that the City Christmas Party would be held on Friday December 8. Motion made by Ray Carroll, seconded by Michael Barron to pay the accounts. Motion carried with all ayes.
