The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, November 13, 2017 at 7:09
PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Fred Ivie, Robert Johnson,
Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present.
Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes of the October 23, 2017 regular
meeting. Motion carried with Carroll, Reed, Ivie, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Robert
Johnson abstained.
Mayor's Report
Mayor Younger read aloud a letter of resignation from Kevin Hurley. Motion made by Michael Barron, seconded by
Ray Carroll accepting Kevin Hurley's resignation effective November 6, 2017. Motion carried with all ayes.
Mayor Younger asked the board to confirm his appointment of David McEwen to the Dyer Industrial Development
Board to the unexpired term of Bob Robinson ending May 8, 2018. Motion carried with all ayes.
Committee Reports
Motion made by Ray Carroll, seconded by Fred Ivie to authorize Kris Todd to apply for two AFG grants for the fire
department: a grant for a fire truck and a grant for equipment. Both would require a minimum 5% match from the
city. Motion carried with all ayes.
Street, Maintenance, Water and Sewer Committee Chair Tom Mikkelsen suggested that the street department
would benefit from a part time worker, at least through the winter. Motion made by Ray Carroll, seconded by
Jennifer Hughey to authorize Mayor Younger and William Caton to hire a part time worker at a rate up to $10 per
hour. Alderman Johnson felt that the city might get better value from a full-time worker. Motion carried with
Carroll, Reed, Ivie, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Robert Johnson voted no.
Mikkelsen reported that the point repair on Lee Street was complete and that the repair was necessary due to
substandard workfrom a previous repair. He reported that the repair might have been bigger than anticipated.
Unfinished Business
The Board discussed the use of the ballfields at David Robinson Recreation Park by leagues and teams.
New Business
Motion made by Ray Carroll, seconded by Jennifer Hughey to adopt Resolution 2017-229, a Resolution to Honor
the 2017 Gibson County Marching Pioneer Band. Motion carried with ayes.
Motion made by Ray Carroll, seconded by Michael Barron to pay the accounts. Motion carried with all ayes.
Motion made by Ray Carroll, seconded by Michael Barron to adjourn. Motion carried with all ayes.
