Page 3 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, January 8, 2018, at 7:03 PM. Those present were Mayor Chris Younger, Alderpersons Fred Ivie, Robert Johnson, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Tom Mikkelsen, seconded by Fred Ivie to approve the minutes of the December 11, 2017 regular meeting. Motion carried with Ivie, Johnson, Barron, Mikkelsen, and Hughey voting aye; Craig Blackburn and Michael Barron abstained. Alderman Richard Reed arrived at 7:06 PM. Visitors Roy Morris of 164 North Poplar addressed the board concerning ongoing problems with drainage water at his home. Mr. Morris believes that water from the city owned lot opposite his home as well as water from the street is flooding his garage and occasionally seeping into his home when the water level is very high. He has previously addressed this issue with board, the mayor, and city personnel. The city removed a culvert in one area on the property to attempt to increase the water flow and collection abilities on the east side of North Poplar and conducted other measures to attempt to mitigate the flow. These efforts have been partially effective, but more is needed, says Mr. Morris. Mr. Morris suggested removing another culvert as well as possibly adding a ditch or a larger culvert on the ballfield. The board discussed possible solutions at length. Motion made by Tom Mikkelsen, seconded by Robert Johnson to install an appropriately sized culvert by the ballfield and to construct a swale to divert water to the culvert before removing the culvert proposed by Mr. Morris. Motion carried with all ayes. Alderman Barron asked the board to consider next steps. Mayor Younger asked the board to permit him to direct the removal of the culvert as proposed by Mr. Morris if it becomes necessary. Motion made by Richard Reed, seconded by Jennifer Hughey to instruct the mayor to remove the culvert, at his discretion, if it becomes necessary. Motion carried with all ayes. Mayor Younger recessed the board at 8:23 PM. The board reconvened at 8:29 PM. Mayor's Report Mayor Younger said that some water mains had burst over the holidays. He thanked the Public Works personnel for the time they spent over the holidays keeping the water flowing. Mayor Younger has asked Chief Shanklin to review the Fire Department handbook and present any changes to the board; Chief Shanklin has already begun the review process. Younger also reported that the 2018 2500 Water & Sewer truck has been delivered and looks good; the only thing remaining is the installation of step rails since the truck is so tall. Finally, Mayor Younger reported that the City has been notified that the Tri-City Reporter is moving their office to Trenton. Department Reports Dyer Fire ChiefRyan Shanklin asked the board to approve the purchase of $5,700.00 in turnout gear. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to approve the purchase of $5,700.00 in turnout gear from SAFE Industries. Motion carried with all ayes. Chief Shanklin also reported that the department had considered fencing around the helipad in order to reduce personnel costs for securing the landing area each time a helicopter lands. The fencing cost appears to be excessive, and he will continue examining options. The City Recorder said that November financial reports were at the member's seats. He also said that City Stickers  Page 4 were now on sale. Committee Reports Street, Maintenance, Water & Sewer Committee Chair Tom Mikkelsen said that the screen at the wastewater treatment plant is operating properly, but there are still concerns about exposed pipes freezing. Following a 90 day evaluation, motion made by Tom Mikkelsen, seconded by Jennifer Hughey to increase Bradley Skinner's compensation by $1.00 per hour. Motion carried with all ayes. Parks & Building Committee Chair Michael Barron expressed concern that arboretum trees are being placed around the water meter at the David Robinson Recreation Park.
