Page 7 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, January 22, 2018, at 7:06 PM. Those present were Mayor Chris Younger, Alderpersons Richard Reed, Fred Ivie, Robert Johnson, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Richard Reed, seconded by Jennifer Hughey to approve the minutes of the January 8, 2018 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger reported that a water line on Maple Street had burst on Saturday and was repaired. He also reported that the backhoe had been taken to Thompson Machine for repair; an ether can came off and hit a fan and damaged the radiator. The city is currently using a loaner / rental. Mayor Younger believes that warranty will cover the repair. Mayor Younger told the board that he'd be traveling to Nashville on Tuesday, January 23, to meet with some state officials following a meeting of Gibson County Mayors in Milan at 11:00. He did not intend to stay overnight. Department Reports Fire Chief Ryan Shanklin reported that the Fire Grant application is complete and the grant should be submitted on Tuesday. We should hear a result in 3 to 4 months. The total application is a little less than originally anticipated due to some items having been removed; if awarded, the city's match should be approximately $21,000.00. Chief Shanklin also asked the board to approve hiring Cody Johnstone as a fireman. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to hire and appoint Cody Johnstone as a fireman. Motion carried with all ayes. Asst. Police Chief Rodney Wilkins reported that he would be off work for 8-12 weeks due to upcoming knee surgery. The City Recorder reminded the board to purchase city stickers. He also presented the monthly financial report, which was at the member's seats. Committee Reports Parks & Buildings Committee Chair Michael Barron asked if a door could be placed on the storage building adjacent to the football field behind Dyer Junior High School. Mayor Younger proposed moving that building to the ballfields at the David Robinson Recreation Park and replacing a storage container the ball league had previously placed. Mayor Younger said he contact Tom Lannom and Brent Croom about that possibility. Unfinished Business The Board discussed at length plans for work on the east side North Poplar at the football field. Alderman Tom Mikkelsen shot elevations from various locations and after some discussion attempted to provide direction to the PublicWorks Department in their attempts to alleviate drainage concerns of residents in that area. New Business Wastewater Superintendent William Caton reported that a refrigerated sampler at the Wastewater Treatment Plant was no longer functioning and must be replaced. These samplers are subject to harsh conditions and hydrogen sulfide gas which leads to accelerated failures. Caton recommends purchasing a sampler from a different manufacturer; this sampler has a 2 year warranty. Motion made byTom Mikkelsen, seconded byJennifer Hughey to authorize the purchase of a sampler from Kazmier Associates for a price not to exceed $6,700.00.
