The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 26, 2018, at 7:08 PM.
Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Fred Ivie, Robert Johnson, Michael Barron,
Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present.
Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes of the March 12, 2018 regular
meeting. Motion carried with all ayes.
Mayor's Report
Mayor Younger asked the board to confirm the appointment of tree board members. Motion made by Ray Carroll,
seconded by Jennifer Hughey to confirm the appointment of Sandy Moss and Jimmy West to the Dyer Tree Board
with a term to expire March 14, 2020. Motion carried with all ayes. Motion made by Ray Carroll, seconded by
Jennifer Hughey to confirm the appointment of Mike Ramsey and Suzanne McCurdy to the Dyer Tree Board with a
term to expire March 14, 2021. Motion carried with all ayes.
Mayor Younger informed the board that there are apparently sink holes forming in two places near the corner of
High and College Streets. The storm sewer has been inspected with a camera and there are holes in the storm
sewer. Mayor Younger is concerned that the road might be unstable. The board discussed repairs at some length
with the consensus forming that if repairs could be delayed until May, it would prevent having to close the road
during school traffic. Randy Gregory will examine the locations again. Mayor Younger assured the board that it
would be repaired as soon as is necessary.
Department Reports
The City Recorder presented the monthly financial report, a copy of which was at the member's seats. He also
reminded the board and those present that city stickers are still on sale.
Alderman Richard Reed arrived at 7:25 PM.
Dyer Fire Chief Ryan Shanklin asked the board to approve appointing two firefighters, Darius Jackson and Jacoby
Milam. Chief Shanklin said he's continuing to work with other firemen on attendance, participation, and training.
Motion made by Ray Carroll, seconded by Jennifer Hughey to appoint Darius Jackson as a firefighter conditional on
passing a pre-employment physical and drug test. Motion carried with all ayes. Motion made by Ray Carroll,
seconded by Tom Mikkelsen to appoint Jacoby Milan as a firefighter condition on officer approve and passing a
pre-employment physical and drug test. Motion carried with all ayes.
Chief Shanklin also reminded the board that the Explorer Program open house will be April 2 and a fundraiser fish-
fry for the antique truck will be held on April 28.
Committee Reports
Street, Maintenance, Water, and Sewer Committee Chair Tom Mikkelsen asked about the cementitious machine
demonstration. MayorYounger said that he didn't feel it would be a good purchase for the city due to operating
costs.
Parks and Building Committee Chair Michael Barron asked about the mowing schedule; mowing has already begun
in some places and will commence in others shortly. Alderman Mikkelsen said repairs have not begun at the VFW.
Barron asked that tennis court repair be included in next year's budget. Alderman Reed asked about locks at the
ambulance building; Mayor Younger will follow up on that.
New Business
Motion made by Michael Barron, seconded by Craig Blackburn to approve PO 8520 to the Outhouse for $5,939.50
for pumping during the North Royal Street sewer repair. Motion carried with all ayes.
Motion made by Michael Barron, seconded by Jennifer Hughey adopt Resolution 2018-300, A Resolution to

Approve the Sale of Real Property. Motion carried with all ayes.
Alderperson Jennifer Hughey said she had been asked by a citizen about when repairs at Washington and Lee
streets will be complete. Mayor Younger said that to his knowledge, there were no repairs remaining. Hughey was
unsure exactly which repairs the citizen was referencing.
Motion made by Michael Barron, seconded by Ray Carroll to pay the accounts. Motion carried with all ayes.
