Page 27 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 9, 2018, at 7:07 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Fred Ivy, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes of the March 26, 2018 regular meeting. Motion carried with all ayes. Visitors Gibson County Circuit Court Clerk Cindy Flowers addressed the board announcing her candidacy for re-election. Department Reports The City Recorder reminded the City Board of the upcoming Fire Department Fish Fry Fundraiser on April 28 from 5:00 to 7:00 PM. Mayor Younger reported that one of the two HVAC units at the Police Department has failed and needs to be replaced. Parker Heating & Cooling can replace the unit for $4,500 or less. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve up to $4,500 for the replacement of an HVAC unit at the Dyer Police Department. Motion carried with all ayes. Public Works Supervisor William Caton said that he contacted Dale's Recycling about placing a collection container for scrap metal at the wastewater plant to be used during waste collection days. The revenue generated from the containers could be used to offset the cost of waste disposal. The board voiced no objections to placing the collection containers. The City Recorder reminded board members that City Stickers are still on sale. As of today, 722 stickers had been sold. Water Superintendent Randy Gregory reported that American Tank Maintenance will begin renovating the Parkview Tank as soon as Thursday morning. Wastewater Superintendent William Caton asked the board to approve the purchase and installation of a grinder pump at 904 North Main. Due to the location of the home, there isn't sufficient "fall" to keep wastewater flowing to the sewer main. This has been an ongoing problem. Alderman Mikkelsen asked if the sewer line might be raised; Caton said that it was not feasible. Motion made by Ray Carroll, seconded by Fred Ivy to authorize the installation of a pump at 904 North Main at a cost not to exceed $2,500, with the pump becoming property of the homeowner after installation. Motion carried with all ayes. Committee Reports Motion made by Ray Carroll, seconded by Craig Blackburn to sell certain surplus equipment, including the old dump truck, at current scrap prices on a first come/first served basis. Motion carried with all ayes. The Board discussed painting the VFW and reached no consensus on color. Motion made by Tom Mikkelsen, seconded by Craig Blackburn to install the trim and paint the brick. Alderman Reed said that he didn't like painted brick; he prefers the natural color of the brick. Motion carried with Carroll, Ivy, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Reed voted no. Interested board members will meet at City Lumber on Friday at 4:45 to view paint colors. Motion made by Tom Mikkelsen, seconded by Fred Ivy to approve up to $1,500 for low impact athletic field improvements as directed by the mayor. Motion carried with all ayes. New Business Motion made by Michael Barron, seconded by Tom Mikkelsen to approve the proposed dedicated land use designation at the David Robinson Recreation Park. Motion carried with all ayes.  Page 28 Motion made by Michael Barron, seconded by Craig Blackburn approving the draft letter to Gibson County Special School District concerning the city owned "Ag Building" behind Dyer Junior High School. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Craig Blackburn to surplus the old Ford Ranger (previously used by the park department) and to sell it on GovDeals. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes.
