Page 31 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 23, 2018, at 7:04 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Craig Blackburn, Jennifer Hughey, Tom Mikkelsen, Fred Ivie, Michael Barron, and Robert Johnson. The CityAttorney was present. Motion made by Richard Reed, seconded by Jennifer Hughey to approve the minutes of the April 9, 2018 regular meeting. Motion carried with all ayes. Visitors Burt Hooper addressed the board on behalf of the Dyer Station Celebration Committee. He asked if the board could discuss its plans for the Dyer Station Building (the former Presbyterian Church Manse). Mayor Younger said that, presently, the city planned to fix some shingles, paint inside, and make certain the basement stays dry. After these basic maintenance tasks, the city is still unsure what it plans to do - the front room will remain empty and the city will consult with Dyer Station to see how much room they need for storing its supplies. Mayor Younger said that if there is a public use for the building, the Dyer Station rooms would be secured with a lock. "We're going to work with you to make sure you've got the space you need in the way you need it," said Mayor Younger. Mayor's Report Mayor Younger distributed a form to aldermen on which they can record concerns or observations around the city. This form will be submitted to City Hall. The submitter will get a response. Department Reports Dyer Fire Chief Ryan Shanklin reported that the city is still in the running for the fire prevention grant, but that all other grants had been denied. It is Shanklin's understanding that departments who respond to less than 50 fire calls per year were not considered; most of Dyer's calls are not fire calls. Shanklin also asked the board to hire and appoint Ladarius Osier and Devan (Boo) Zimmerman as firefighters. He also reminded the board about the fish fry fundraiser on Saturday night beginning at 5:00. Motion made by Craig Blackburn, seconded by Fred Ivie to hire and appoint Ladarius Osier and Devan Zimmerman as firefighters. Motion carried with all ayes. Street Supervisor William Caton said that he had been contacted by Jackson Cantrell asking about working as a seasonal employee. Motion made by Ray Carroll, seconded by Jennifer Hughey to hire Jackson Cantrell as a seasonal employee through August 31, 2018. Motion carried with all ayes. The City Recorder said that March financial reports were at the member's seats. Water Superintendent Randy Gregory announced that the City of Dyer had won "Best Tasting Water" for Region 8 at TAUD's April 12 meeting. This is the third time the Dyer Water has won the award. "This just attests to your diligence in keeping the water plant in good shape and employees who make sure water is taken care of," said Gregory. Committee Reports Motion made by Ray Carroll, seconded by Craig Blackburn to sell certain surplus equipment, including the old dump truck, at current scrap prices on a first come/first served basis. Motion carried with all ayes. The Board discussed painting the VFW and reached no consensus on color. Motion made by Tom Mikkelsen, seconded by Craig Blackburn to install the trim and paint the brick. Alderman Reed said that he didn't like painted brick; he prefers the natural color of the brick. Motion carried with Carroll, Ivy, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Reed voted no. Interested board members will meet at City Lumber on Friday at 4:45 to view paint colors. Motion made by Tom Mikkelsen, seconded by Fred Ivy to approve up to $1,500 for low impact athletic field improvements as directed by the mayor. Motion carried with all ayes. Wastewater Superintendent William Caton said that a storm had damaged the bio solids pit cover a few weeks  Page 32 ago, including plastic covering, arches, and side braces. The repair cost will be $725.00. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve $725.00 for repair of the cover. Motion carried with all ayes. Committee Reports Mayor Younger reported that he had been approached by two residents thanking the city for the ongoing work on code enforcement undertaken by Sgt. Paschall. Alderman Richard Reed expressed concern at a groundhog problem within the city. Street, Maintenance, Water & Sewer Committee Chair Tom Mikkelsen asked if the bulk dumpsters at the wastewater plant were still financially stable; he was assured they are. William Caton said that the dumpsters are packed multiple times a week in order to keep the number of loads to a minimum. New Business Mayor Younger asked the board to approve the purchase of a surplus Tahoe from the Missouri Highway Patrol for use by the police department. Motion made by Ray Carroll, seconded by Tom Mikkelsen to approve the purchase of a Tahoe from the Missouri State Highway Patrol for $18,500.00. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes. Mayor Younger asked the board to approve $650.00 of the bill from David's Garage for fire truck restoration be paid from the general fund rather than contributions from the public.
