Page 39 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, June 11, 2018, at 7:04 PM. Those present were Mayor Chris Younger, Alderpersons Richard Reed, Craig Blackburn, Jennifer Hughey, Tom Mikkelsen, Fred Ivie, Michael Barron, and Robert Johnson. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Craig Blackburn to approve the minutes of the May 14, 2018 regular meeting. Motion carried with all ayes. Visitors Keith Cunningham, candidate for Gibson County Mayor, addressed the board concerning his candidacy. Burt Hooper spoke on behalf of the Dyer Station Celebration Committee. Burt invited members of the board to attend opening ceremonies, all events, and to ride in the parade on July 4. Hooper reminded the board that they regularly contribute to the Dyer Station Celebration. Motion made by Richard Reed, seconded by Jennifer Hughey to contribute $1,000.00 to the Dyer Station Celebration. Motion carried with all ayes. Mayor's Report Mayor Younger said that two bids had been received for the hydraulic sewer jetter (as part of the CDBG Grant Program). The bids were $76,330.93 from Southern Vac and $77,833.15 from Adam Equipment. Nelson Community Development, the grant administrator, recommends the bid be awarded to Southern Vac. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to accept all bids. Motion carried with all ayes. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to award the bids to Southern Vac for $76,330.93. The motion carried with all ayes. Mayor Younger asked the board to confirm his appointment of Selene Barron to the Dyer Industrial Development Board for a term to expire May 8, 2024. Motion made by Michael Barron, seconded by Jennifer Hughey to confirm the mayor's appointment of Selene Barron to the Dyer Industrial Development Board. Motion carried with all ayes. Mayor Younger asked the board to confirm his appointment of David McEwen to the Dyer Industrial Development Board for a term to expire May 8, 2024. Motion made by Michael Barron, seconded by Jennifer Hughey to confirm the mayor's appointment of David McEwen to the Dyer Industrial Development Board. Motion carried with all ayes. Department Reports Dyer Fire Chief Ryan Shanklin said that Dalton Kilzer had resigned from the fire department after moving out of the area. Shanklin asked the board to appoint Paxton Smith as a first responder. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to appoint Paxton Smith as a first responder. Motion carried with all aye. Street Supervisor Randy Gregory said that grass is growing and the department is trying to stay ahead of it. Additionally, everyone is cutting limbs. The City Recorder said that financial reports for the month of April were at the member's seats. He also reminded the Board about the called board meeting on Monday as well as the budget hearing at 6:50 PM on Monday, June 25. Water and Wastewater Superintendent Randy Gregory reported that the renovations of the drying beds at the wastewater plant had been completed. Some additional sand will be needed to maintain them as they are used, and Gregory asked the board to approve the purchase of sand. Motion made by Fred Ivie, seconded by Jennifer Hughey to approve up to $500 for the purchase of sand for maintaining the drying beds. Motion carried with all ayes. - Committee Reports Mayor Younger reported that Chief Lindsey's vehicle is done. Chief Lindsey said that the level 4 vests previously approve would be about $700.00 cheaper than previously anticipated.  Page 40 Street, Maintenance, Water and Sewer Committee Chair Tom Mikkelsen said that the city garage is being well cared for and looks much better than it had several weeks ago. "They don't need to spend lots of time right now; maybe on rainy days, but they're busy right now." Mikkelsen said that he felt they should begin searching for another full time employee. Motion made by Michael Barron, seconded by Jennifer Hughey to solicit applications for a full time Public Works/Water & Wastewater General Laborer. Motion carried with all ayes. The Finance, Administration, and Personnel Committee will meet on Monday night, following the called board meeting, to revise the job description. Mayor Younger said that a water leak had been discovered at the lower end of the park and that was the cause of the standing water there. Tom Mikkelsen said that the trim is almost complete at the VFW and the gutters are on order. He's hoping the front door can be installed soon. New Business Motion made by Robert Johnson, seconded by Jennifer Hughey to pass on its first reading Ordinance 2018-250, an Ordinance Adopting the Annual Budget and Tax Rate for the Fiscal Year Beginning July 1, 2018 and ending June 30, 2019. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Michael Barron to declare Chief Lindsey's patrol car surplus and to sell it at auction with reserve price of $7,500.00. Motion carried with all ayes. Motion made by Michael Barron, seconded by Fred Ivie to approve PO 8653 to Gibson Farmer's Co-Op for $1,588.22 for Culvert & Supplies for repairs on East College St. Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to approve PO 8654 to Alford's Tire for $4,490.50 for Tires for a Fire Engine. Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to approve PO 8658 to Privitt's for $1,719.00 for Outfitting a Police Department Vehicle (Tahoe). Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Tom Mikkelsen to confirm Mayor Younger's appointment of Kenny Marvin to the Dyer Industrial Development Board for a term to expire May 8, 2022 (Randy Holloway's unexpired term). Mayor Younger consented to appoint Marvin. Motion carried with all ayes. The Board discussed vehicle registration at length. There was some concern that there was confusion about whether city stickers were required for motorcycles and similar vehicles. The board also discussed enforcement. The Board will consider revisions to the vehicle registration ordinance before they go on sale next year. Motion made by Richard Reed, seconded by Jennifer Hughey, to authorize the sale of city stickers for $30 for motorcycles and similar vehicles for 30 days beginning when the notice is published in the newspaper and to refund any late fees to those who might have purchased stickers for motorcycles since the late fee was imposed.
