Page 63 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, August 27, 2018, at 7:10 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Fred Ivie, Robert Johnson, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Craig Blackburn, seconded by Fred Ivie to approve the minutes of the August 13, 2018 regular meeting. Motion carried with all ayes. Visitors Heather Myles addressed the board wishing to develop programs for youth in Dyer and asking for guidance and support from the City. She proposes taking small steps to create activities for youth. Mayor Younger encouraged Myles and asked her to keep the Board apprised of her plans and any requests she might have. In the beginning, Myles can use the VFW for events free of charge under the current usage policy; Alderman Carroll suggested notifying City Hall as far in advance as possible to make certain facilities were available. John Schweich addressed several issues with the board, primarily concerning the letter from the CityAttorney he had received concerning his building on East College Street. Schweich says the materials to renovate the building have been purchased and the contractors are ready to go. John Schweich's son, Luke Schweich asked the board, "What's the bottom line?" Mayor Younger reiterated that ultimately the building inspector is responsible for determining if a building is in compliance with the municipal code. Alderman Carroll said, "What we want is for you to fix the building up." Mayor's Report Mayor Younger asked the City Attorney to report on downtown buildings. The City Attorney said that the Church of God plans to sell or demolish their building, but will require more than 30 days. Thomas Hyde would like to sell / transfer his house on South Main to the City since the original owner has died; Mayor Younger said neighbors would be contacted to see if any would be interested in acquiring the property. The City Attorney said the Fulwood property is being worked on and they're making improvements. No response has been received from Joshua Hayes. Whitley says all that's needed at his building is for the rafters to be pushed up. Scott Jewell is continuing to repair and renovate his building. The Industrial Board has been contacted by the State Fire Marshal's office about their building and will continue to move toward demolition of disposition. Motion made by Ray Carroll, seconded by Craig Blackburn to accept Asa Morgan's resignation. Motion carried with Carroll, Ivie, Johnson, Blackburn, Mikkelsen, and Hughey voting aye; Barron and Reed abstained. Department Reports The City Recorder presented the financial reports for the month ended July, 2018. Water & Wastewater Superintendent Randy Gregory said that Roger Orgain from TDEC had visited the wastewater plant and was pleased with the status of the plant. New Business Motion made by Michael Barron, seconded by Jennifer Hughey to approve PO 8690 to Finishline Auto Body II for $1,687.90 for repair of a police car. Motion carried with all ayes. Motion made by Michael Barron, seconded by RobertJohnson to approve the Water & Wastewater Capital Budget as presented. Motion carried with all ayes Motion made by Ray Carroll, seconded by Tom Mikkelsen to adopt Resolution 2018-301, A Resolution to Approve the Sale of Real Property. Motion carried with all ayes.  Page 64 Mayor Younger asked if the police could be prepared to handle traffic arrangements for the upcoming gospel singing. Asst. Chief Wilkins assured him that it would be taken care of. Motion made by Ray Carroll, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes.
