Page 59 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, August 13, 2018, at 7:10 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Richard Reed, Fred Ivie, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes oftheJuly 9, 2018 regular meeting. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes ofthe July 26, 2018 special called meeting. Motion carried with Carroll, Reed, Barron, Blackburn, Mikkelsen, and Hughey voting aye; Fred Ivie abstained. Visitors Mayor Younger twice invited any visitors to speak or address the board. No visitors chose to speak. Mayor's Report Mayor Younger asked the board to declare the oldsewer machine surplus. The board discussed its current condition. Water &Wastewater Superintendent Randy Gregory said the machine was taking up valuable space in theshop. The budget includes the sale ofthe machine. Motion made by Ray Carroll, seconded by Fred Ivie to declare the old sewer machine surplus. Motion carried with all ayes. The City has received an offer from Rutherford to purchase the machine for $8,000.00. Motion made by Ray Carroll, seconded by Tom Mikkelsen to sell the surplus sewer machine to the Town of Rutherford for $8,000.00. Motion carried with all ayes. Mayor Younger asked the board to let bids again for asphalt repair, this time soliciting "traditional" asphalt repair (non-thermal) only. Motion made by Ray Carroll, seconded by Tom Mikkelsen to solicit bids for asphalt repair using the traditional (non-thermal) method. Motion carried with all ayes. Department Reports Dyer Fire Chief Ryan Shanklin asked the board to hire and appoint two applicants as firefighters (Nathan Quast and Zach Brewer). He also asked for permission to solicit bids for PPE including turnout gear and air packs, both of which are budgeted. Finally, heasked for permission to apply for a forestry grant totaling $3,000 (with 50% match); the expenses covered bythe grant are already budgeted. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to solicit bids for fire department turnout gear. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to solicit bids for SCBA equipment (air packs). Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to apply for a forestry fire grant for up to $3,000.00 with a 50% match. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to hire and appoint Zach Brewer and Nathan Quast as firefighters. Motion carried with all ayes. Public Works Supervisor Randy Gregory reported tothe board that there are some washed out spots around the ballfields causing a drop-off at the edge ofthe fence. Dale Carroll suggested to Gregory that railroad ties be installed; 75 railroad ties should do with a cost ofties at approximately $900.00. Gregory thinks the cause ofthe erosion can be traced to spraying herbicides instead oftrimming. Mayor Younger asked the board to defer consideration of this request until October.  Page 60 The City Recorder presented the financial reports for the month ended June, 2018. Committee Reports Motion made by Ray Carroll, seconded by Michael Barron to authorize Jackson Cantrell's continued employment through August 31, 2018. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Michael Barron to hire Dale Carroll as a full time employee at $11.50 per hour effective August 13. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Richard Reed to advertise for a seasonal, part-time employee and to allow Randy Gregory to review applications, and with consent of the Mayor, hire an employee to work no more than 32 hours per week. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to set the pay rate for the seasonal, part-time employee mentioned above at $10.00 per hour. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Michael Barron to purchase the extended 24 month warranty for the backhoe for $1,558.70. Motion carried with all ayes. Unfinished Business Mayor Younger asked the board to approve surplusing and selling the old brown truck. Motion made by Ray Carroll, seconded by Jennifer Hughey to sell the brown truck. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to permit the sale of the brown truck on GovDeals. Motion carried with all ayes. New Business Motion made by Tom Mikkelsen, seconded by Craig Blackburn to authorize the purchase of rear tires for the backhoe (radials, at Randy Gregory's discretion) at a cost not to exceed $2,000.00. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to authorize PO 8170 for $3,689.03 to Higdon Electric for replacement of a motor on a high service pump at the water treatment plant. This purchase was previously approved by Mayor Younger on an emergency basis. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Michael Barron to pay the accounts.
