Page 19 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 25, 2019, at 7:08 PM. Those present were Mayor Chris Younger, Alderpersons Bob Moore, Michael Barron, Jennifer Hughey, Ray Carroll, Craig Blackburn, Tom Mikkelsen, and Fred Ivie. The City Attorney was present. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve the minutes of the February 11, 2019 regular meeting. Motion carried with Moore, Hughey, Carroll, Blackburn, and Mikkelsen voting aye; Fred Ivie and Michael Barron abstained. Motion made by Jennifer Hughey,seconded by Ray Carroll to approve the minutes of the February 18, 2019 special called meeting. Motion carried with Moore, Hughey, Carroll, Mikkelsen, and Ivie voting aye; Michael Barron and Craig Blackburn abstained. Mayor's Report Mayor Younger asked the board to approve letting an asphalt repair bid using the infra-red process. He said the traditional method didn't appear to work as well, and that some repairs are already coming unbonded. Motion made by Ray Carroll, seconded by Craig Blackburn to solicit bids for infra-red asphalt repair. Motion carried with all ayes. Mayor Younger also reminded the board about the upcoming utility board training to be held Tuesday night. All members will attend. Mayor Younger asked for a mandatory personnel meeting with all full-time employees on March 11, 2019 at 6:00 PM. Department Reports Dyer Fire Chief Ryan Shanklin reported that the Fire Department had received a grant from FM Global for $2,700.00 to purchase a "fire pup" costume for education. The money should be received in March. Shanklin also reported that he'll be off work beginning in March for approximately 8 weeks due to surgery. He's asked Asst. Chief Moore and Captain Rudd to work together with Moore handling administration and safety, and Rudd handling operations and fire grounds. Asst. Police Chief Rodney Wilkins said that Chief Lindsey should return to work the next week. Mayor Younger said he was glad Chief Lindsey's recovery had gone well. Public Works Supervisor Randy Gregory asked the board to approve a load of gravel for $475.00. Mayor Younger asked if additional gravel could be purchased so that fire trucks could be placed closer to the drainage ditch at the industrial park so water could be pumped out during a heavy rain event. Chief Shanklin said the engine could pump 1,250 gallons per minute, and that he wasn't sure if pumping the water would help with flooding at the ambulance station or not. After some discussion, Shanklin and Gregory will discuss the matter further. Monition made by Fred Ivie, seconded by Tom Mikkelsen to approve $475.00 for the purchase of a load of gravel. Motion carried with all ayes. The City Recorder reviewed the financial report with the members. He also reported that the CDBG Grant application had been submitted. He reminded those present about city sticker purchases, and asked members to continue to spread the word about tax relief. Unfinished Business New Business Motion made by Michael Barron,seconded by Tom Mikkelsen to pass on its first reading Ordinance 2019-254, an Ordinance to Amend Title 4, Chapter 2 of the Dyer Municipal Code concerning Standby Call Pay. Motion carried with all ayes.  Page 20 Motion made by Jennifer Hughey, seconded by Craig Biackburn to pass on its first reading Ordinance 2019-255, an Ordinance to Amend Titie 4, Chapter 2 of the Dyer Municipal Code concerning Holiday Pay. Alderman Ray Carroll expressed some dismay that this ordinance would reverse what the board had previously spent much time doing. Alderman Blackburn said that he felt that if a man worked on a holiday, he deserves extra compensation. After further discussion, the motion carried with Barron, Hughey, Blackburn, and Ivie voting aye; Carroll, Moore, and Mikkeisen voted no. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve PO 8881 to ADC for $1,551.25 for Water & Wastewater Chemical. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Tom Mikkeisen to approve PO 8896 to Labtronix for $1,500.00 for calibration of equipment at the Water Treatment Plant. Motion carried with ail ayes. Motion made by Craig Biackburn, seconded by Jennifer Hughey to approve PO 8897 to Labtronix for $1,500.00 for calibration of equipment at the Wastewater Treatment Plant. Motion carried with ail ayes.
