Page 27 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 25, 2019, at 7:10 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Fred Ivie, Marty Graves, Michael Barron, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Fred Ivie, seconded by Jennifer Hughey to approve the minutes of the February 11, 2019 regular meeting. Motion carried with all ayes. Visitors Roy Morris of 164 North Poplar addressed the board to acquaint new board members with ongoing drainage problems at his home. He thanked the City for the work done so far and for continuing to monitor the situation. Mayor Younger said,"Randy and them have been looking and working on it; it's just been way too wet to do what needs to be done. I've talked to Randy about it, but it's too muddy to get the equipment out there. We'll keep working on it. Any input will be good." Mayor's Report Mayor Younger reported that one bid had been received for asphalt repair. Motion made by Ray Carroll, seconded by Marty Graves to accept all bids. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Bob Moore to award the asphalt repair bid to Pavement Restoration at $60 per square yard. Motion carried with all ayes. Mayor Younger reminded the board about the upcoming Fire Department fish fry on March 30 at 5:00 PM. Younger said the Gibson County Girls Basketball team would be there to be recognized and to receive a resolution from the City. Mayor Younger also said that he and Alderman Mikkelsen had reviewed the situation at 1193 South Main and had a plan. It may be July or August before it's dry enough complete the work. Department Reports Aldermen Bob Moore reported for the Fire Department that an antenna and cable had been replaced and a repeater borrowed for the fire radio system. It seems to be working well. Police Chief Brad Lindsey asked the board to keep the Humboldt Police Department in its thoughts as they lost an officer this afternoon. On a question from Mayor Younger, Chief Lindsey said a repair had been completed on a car which had been estimated at $2,900; using another vendor, the repair was completed for $300. Alderman Ivie asked how the police radio system was functioning; Chief Lindsey said that they are continuing to monitor it and reporting any problems to Central Control. There has been some suggestion that it might be police radios, but all Dyer radios have been updated as required. Public Works Supervisor Randy Gregory asked the board to surplus some old stoplights that are cluttering the shop. Motion made by Marty Graves, seconded by Ray Carroll to surplus the old stoplights. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Bob Moore to permit the City Recorder to sell the stoplights in a manner of his choosing. Motion carried with all ayes. The City Recorder reviewed the February 2019 financial reports with the board. He also reminded board members to purchase city stickers. Water & Wastewater Superintendent Randy Gregory said that the department had been smoke testing the sewer system. He said based on their findings, they might need as much as $25,000 in repairs to manholes. Motion made by Tom Mikkelsen, seconded by Ray Carroll to solicit bids for manhole repairs. Motion carried with all ayes. Mayor Younger said that some storm drainage problems have been reported again at 189 West Maple. The entire culvert wasn't lined previously; only certain sections. Mayor Younger proposed a committee meeting to discuss the drainage problems there and on Broad Street.  Page 28 Committee Reports Finance Committee Chair Ray Carroll said that the Finance Committee had held an audit review with representatives of Alexander Thompson and Arnold. There were no major audit findings. The auditors had complimentary things to say. Parks & Buildings Committee Chair Michael Barron said the playground light had been repaired. He also asked about mulch for the playground and some metal at the concession stand at the park. Mayor Younger commended the street department for their work in clearing out the community center. The concrete floor will need some leveling up. Unfinished Business Motion made by Michael Barron, seconded by Ray Carroll to pass on its second and final reading Ordinance 2019- 256, an Ordinance to Amend Title 4 of the Dyer Municipal Code to Repeal Nepotism Prohibitions. The motion failed with Moore, Ivie, and Barron voting aye; Hughey, Mikkelsen, Graves, and Carroll voted no. New Business Motion made by Ray Carroll, seconded by Jennifer Hughey to adopt Resolution 2019-306, A Resolution Honoring the 2018-2019 Gibson County Girls Basketball Team. Motion carried with all ayes. Mayor Younger expressed his concern that someone was purchasing land on the four-lane outside the city limits on which chicken barns would be constructed. Younger had been in contact with representatives of Tyson with his concerns. He said, "I'm not going to live here and smell that **** all the time." Motion made by Ray Carroll, seconded by Jennifer Hughey to pay the accounts. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Ray Carroll to adjourn.
