Page 43 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday,June 10, 2019, at 7:05 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Fred Ivie, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Ray Carroll, seconded by Bob Moore to approve the minutes of the May 13, 2019 regular meeting. Motion carried with all ayes. Visitors * Burt Hooper, representing the Dyer Station Celebration Planning Committee, invited board members to attend the upcoming Dyer Station activities including opening ceremonies on June 27, the street dance on Friday night, rook tournament on Saturday, bingo, and other activities. He hopes the board members will ride in the parade on Thursday. He also asked the board to authorize their annual donation, noting that the City normally donates $1,000.00 and asking that they consider more. Motion made by Michael Barron, seconded by Jennifer Hughey to contribute $1,250 to Dyer Station Celebration. Motion carried with all ayes. Department Reports The City Recorder presented the April 2019 financial report. New Business Motion made by Craig Blackburn, seconded by Tom Mikkelsen to approve the Audit Contract with ATA for $25,376.00. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on its first reading Ordinance 2019-257, an Ordinance to Adopt the 2019-2020 Annual Budget and Tax Rate. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Fred Ivie to pass on its first reading Ordinance 2019-258, an Ordinance to Amend the 2018-2019 Annual Budget. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Craig Blackburn to approve PO 8980 for $4,794.65 to Area Wide Communications for Antenna Repair for the Fire Department. This may be insurance reimbursable. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Craig Blackburn to approve PO 8963 to Robotronics, Inc. for purchase of the Fire Pup Costume. Grant funds will reimburse $2,700.00. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to pass on its first reading Ordinance 2019-259, an Ordinance to Amend Title 7, Chapter 3 of the Municipal Code concerning rural fire rates. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Craig Blackburn to approve up to $2,850.00 to Southeastern Tank Maintenance to inspect and repair the industrial park water tank. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Craig Blackburn to approve Ordinance 2019-260, an Ordinance to Establish and Updated Safety and Health Plan. Motion carried with all ayes. 44 Motion made by Ray Carroll, seconded by Michael Barren to pay the accounts. Motion carried with all ayes.
