Page 39 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, May 13, 2019, at 7:06 PM. Those present were Mayor Chris Younger, Bob Moore, Fred Ivie, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Michael Barron, seconded by Jennifer Hughey to approve the minutes of the April 22, 2019 regular meeting. Alderman Barron asked that the minutes be corrected to reflect that Alderman Mikkelsen had asked about the park lights. With the correction, the motion carried with all ayes. Mayor's Report Mayor Younger thanked Boy Scout Troop 243 for attending the meeting. Motion made by Michael Barron, seconded by Fred Ivie to declare the Police Dodge Charger surplus. Motion carried with all ayes. Motion made by Michael Barron, seconded by Fred Ivie to sell the surplus vehicle on GovDeals and to set a reserve price of $4,000.00. Motion carried with all ayes. Mayor-Younger asked the board to set a fixed amount for disbursements under the asphalt repair contract with PRI, possibly for areas on Main Street, West Broad Street, and Scattered Acres. Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to authorize up to $5,000 for asphalt repair under the existing contract. Motion carried with all ayes. Department Reports On request from Water and Wastewater Superintendent Randy Gregory, motion made by Michael Barron, seconded by Craig Blackburn to authorize up to $1,060.72 for the purchase of E-coli testing supplies. Motion carried with all ayes. Committee Reports The Board discussed the park lights. The code for the lights will be given to trusted people who are interested in having access. Mayor Younger said the community center renovations would begin this week. Committee Chair Michael Barron said the vents at the restroom in the park need to be opened. Mayor Younger asked Officer Steve Webb to relay to the Police Department that unless someone is going to the concession stand to work or carry supplies that people don't need to be driving down the area; they need to park in the parking lot. Mayor Younger noted that there is a buried sewer pump and line that might be damaged by vehicle traffic in the vicinity of the park concession stand. New Business Motion made by Michael Barron, seconded by Fred Ivie to approve PO 8902 for $12,650.00 to Integrated Communications for radio repair. This was previously approved for up to $12,575.00. This is expected to be insurance reimbursable. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Bob Moore to approve PO 8951 for $1,647.64 to Thompson Machinery for Backhoe Repair. Motion carried with all ayes. Motion made by Michael Barron, seconded by Craig Blackburn to approve PO 8952 to ADC for $1,692.32 for chemicals for the water & wastewater plant. Motion carried with all ayes. Motion made by Jennifer Hughey,seconded by Michael Barron to approve PO 8949 to Finishline Autobody for $2,699.55 for repairs to a dump truck. This should be insurance reimbursable. Motion made by Michael Barren, seconded by Jennifer Hughey to approve up to $3,073.00 for the purchase of a fire pup costume. A portion of this costume will be grant funded by FM Global. Motion carried with all ayes. Motion made by Tom Mlkkelsen, seconded by Cralg Blackburn to authorize the purchase of 6 speed humps to be placed in Scattered Acres for up to $2,000.00.
