The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 22, 2019, at 7:07 PM.
Those present were Mayor Chris Younger, Ray Carroll, Bob Moore, Fred Ivie, Michael Barron, Craig Blackburn, Tom
Mikkelsen, and Jennifer Hughey. The City Attorney was present.
Motion made by Jennifer Hughey,seconded by Fred Ivie to approve the minutes of the April 8, 2019 regular
meeting. Motion carried with all ayes.
Mayor's Report
Mayor Younger commended the Police Department for their work and reminded the board that it's not Younger's
place or the board's place to tell the department how to enforce the law. He reminded those present that
complaints about police operations should first be directed to Chief Lindsey and that a formalized complaint
process is in place.
Mayor Younger reported that Integrated Communications has evaluated and made repairs to the fire radios at
Central Control. The committee meeting scheduled to discuss this was canceled since a solution was found and
insurance will cover much of the costs of repair and replacement of lightning damaged equipment.
Department Reports
Captain Knott Bailey reported that the Ford Explorer to be purchased from the Missouri State Highway Patrol
should be available in the coming weeks.
The City Recorder presented the March Financial Report. He also said that he was awaiting budget requests and
worksheets from several departments, as well as assessment information. Budget meetings will be scheduled
shortly.
Water Superintendent Randy Gregory reported that a butterfly valve at the water plant is leaking past and allowing
the filter to drain; this also impacts calibration of the master meter. The valve will cost no more than $1,200.00.
Motion made by Tom Mikkelsen, seconded by Craig Blackburn to authorize up to $1,200.00 for the purchase of a
butterfly valve. Motion carried with all ayes.
Committee Reports
Alderman Tom Mikkelsen asked about the light on the flagpole at the park. Mayor Younger said someone would
investigate.
Unfinished Business
Mayor Younger would like to talk about properties that the city owns at the upcoming committee meeting.
New Business
Motion made by Bob Moore,seconded by Marty Graves to approve PO 8397 to PRI for $5,106.00 for Asphalt
Repair (approximately 85.1 sq yd). Motion carried with Moore, Ivie, Graves, Barron, Blackburn, Mikkelsen, and
Hughey voting aye; Ray Carroll voted no.
Motion made by Craig Blackburn, seconded by Tom Mikkelsen to approve PO 8902 to Integrated for $12,575.00 for
Fire Radio Repair. Motion carried with all ayes.
Alderman Bob Moore suggested that the police department may need new cell phones and this should be

considered In the new budget.
Mayor Younger commended Heather Myles and Graceful Connections for the excellent event they hosted for
Easter at the David Robinson Recreation Park.
Motion made by Ray Carroll, seconded by Craig Blackburn to pay the accounts. Motion carried with all ayes.
Motion made by Michael Barron, seconded by Marty Graves to adjourn. Motion carried with all ayes.
