The City of Dyer Board of Mayor and Alderpersons met in a special called meeting on Thursday, June 27, 2019 at
9:09 PM (the meeting was scheduled for 7:30 PM, but the committee meeting ran over). Those present were
Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Marty Graves, Michael Barren, Craig Blackburn, Tom
Mikkelsen, and Jennifer Hughey. The City Attorney was not present.
The purpose of the meeting was:
1. To Pass on Final Reading Ordinance 2019-258(Amend 2018-2019 Annual Budget)
2. To Pass on Final Reading Ordinance 2019-257(2019-2020 Annual Budget & Tax Levy)
3. To Discuss Compensation Adjustments after Probationary Period (Crandall)
4. To Approve Certain Purchases Prior to Fiscal Year End
Motion made by Micahel Barren, seconded by Jennifer Flughey to pass on its second and final reading Ordinance 2019-
258, an Ordinance to Amend the 2018-2019 Annual Budget. Motion made by Ray Carroll, seconded by Michael Barren
to amend the motion by substituting the updated version of the ordinance. Motion to amend carried with all ayes. The
motion to pass on second and final reading as amended passed with all ayes.
Motion made by Michael Barren, seconded by Tom Mikkelsen to pass on its second and final reading Ordinance 2019-
257, an Ordinance to Adopt the 2019-2020 Annual Budget and Tax Rate. Motion made by Ray Carroll, seconded by
Michael Barren to amend the motion by substituting the updated version of the ordinance. Motion to amend carried
with all ayes. The motion to pass on second and final reading as amended passed with all ayes,
On a report from the City Recorder that Kerry Crandall had passed her 90 day probationary period, motion made by
Michal Barren, seconded by Jennifer Hughey to increase Crandall's compensation by $1.00 per hour. Motion carried
with all ayes.
Motion made by Michael Barren, seconded by Craig Blackburn to approve up to $8,750.00 for repair of the generator
at the wastewater treatment plant. Motion carried with all ayes.
Motion made by Tom Mikkelsen, seconded by Ray Carroll to approve the purchase of a used Saulsbury Simon-Duplex
Pumper from Brindlee Mountain Fire Apparatus for $20,000.00. Motion carried with Carroll, Moore, Barren, Blackburn,
Mikkelsen, and Hughey voting aye; Marty Graves voted no.
Motion made by Michael Barren, seconded by Jennifer Hughey to approve up to $4,000.00 for purchase of materials
(paint, sheetrock, boards, lighting) for use at the Community Center. Motion carried with all ayes.
With no other business properly before the board, motion made by Jennifer Hughey, seconded by Michael Barron that
the meeting be adjourned. Motion carried with all ayes.
