Page 55 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, July 8 2019, at 7:02 PM. Those present were Mayor Chris Younger, Alderpersons Bob Moore, Marty Graves, Michael Barron, Craig Blackburn, Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present. Motion made by Craig Blackburn, seconded by Bob Moore to approve the minutes of the June 24, 2019 regular meeting. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Jennifer Hughey to approve the minutes of the June 27, 2019 called meeting. Motion carried with all ayes. Mayor's Report Mayor Younger announced that the City would host a street dance to be held on October 11, 2019 from 7:00 to 9:30 PM. A band called Buckshot Daisy will perform. The City will offer concessions. Mayor Younger reported that a pump at a well was struck by lightning and was damaged. A new pump motor can be purchased for $4,000.00 or the motor can be repaired (rewound)for $2,300.00. Motion made by Bob Moore,seconded by Craig Blackburn to authorize up to $2,500.00 for the repair of the pump motion. Motion carried with all ayes. Alderman Ray Carroll arrived at 7:08 PM. Department Reports Chief Shanklin offered several recommendations in his written report concerning staffing. Motion made by Bob Moore, seconded by Tom Mikkelsen to remove Devan Zimmerman, Brian Summers,Javon Sowell from the Fire Department. Motion carried with all ayes. Motion made by Bob Moore,seconded by Jennifer Hughey to accept Lynn Tharpe's resignation from the Fire Department. Motion carried with all ayes. Motion made by Bob Moore, seconded by Ray Carroll to hire and appoint David Holley, Craig Anderson, Thomas Crandall, Matthew Mingle, Justin Miller, and Travis Burkes as firefighters. Motion carried with all ayes. Committee Reports Street, Water, and Sewer Committee Chair Tom Mikkelsen asked the board to consider increasing Steven Tucker's compensation since he has passed all his certification exams. Motion made Ray Carroll, seconded by Jennifer Hughey to increase Tucker's compensation by $0.50 per hour. Motion carried with all ayes. New Business Motion made by Ray Carroll, seconded by Tom Mikkelsen to pass on its first reading Ordinance 2019-261, An Ordinance to Amend Title 12 of the Dyer Municipal Code Concerning Exceptions to Sprinkler Requirements in Certain Dwellings. Motion carried with all ayes. Motion made by Jennifer Hughey,seconded by Bob Moore to approve PO 9009 for $2,000.00 to 909 Designs for Decalsfor Truck 1(New Truck). Motion carried with Moore, Barron, Blackburn, Mikkelsen, Hughey, and Carroll voting aye; Marty Graves voted no. Page 55 Motion made by Ray Carroll, seconded by Jennifer Hughey to pay the accounts.
