The City of Dyer Board of Mayor and Alderpersons met In regular session, Monday, August 12, 2019, at 7:26 PM.
Those present were Mayor Chris Younger, Alderpersons Bob Moore, Fred Ivie, Michael Barron, Craig Blackburn,
Tom Mikkelsen, and Jennifer Hughey. The City Attorney was present.
Motion made by Craig Blackburn, seconded by Jennifer to approve the minutes of the July 8, 2019 regular meeting.
Motion carried with all ayes.
Visitors
Van Gulden of 928 North Main R3 asked the board to see if gravel could be placed on the recently installed culvert
near his property. Mayor Younger said he would check on it.
Alderman Craig Blackburn left the meeting at 7:30 PM.
Mayor's Report
Mayor Younger asked the board to confirm his hiring of a part-time/seasonal employee with no fixed end date.
Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to confirm Mayor Younger's hiring of a part-
time/seasonal employee with no fixed end date. Motion carried with all ayes.
Mayor Younger reminded the board about several upcoming events including the Street Dance on October 11; the
Toy Run, 5K, and Fish Fry on October 19; and Trunk or Treat on October 31.
Department Reports
The City Recorder presented the June 2019 financial report.
Mayor Younger noted that several department heads were not present due to an automobile accident that
required their presence elsewhere.
Unfinished Business
Motion made by Tom Mikkelsen, seconded by Jennifer Hughey to pass on its second and final reading Ordinance
2019-261, An Ordinance to Amend Title 12 of the Dyer Municipal Code Concerning Exceptions to Sprinkler
Requirements in Certain Dwellings. Motion carried with all ayes.
New Business
Motion made by Jennifer Hughey, seconded by Fred Ivie to adopt Resolution 2019-0310, a resolution authorizing
the issuance of capital outlay notes for community projects and the sale of those notes to the Tennessee Municipal
Bond Fund. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Bob Moore to adopt Resolution 2019-309, a resolution authorizing
the issuance of capital outlay note for the purchase and outfitting of a fire engine and the sale of those notes to
the Farmers and Merchants Bank of Dyer. Motion carried with all ayes.
Motion made by Fred Ivie, seconded by Jennifer Hughey to pass on its first reading Ordinance 2019-262, an
Ordinance to Amend Title 15, Chapter 7 of the Dyer Municipal Code concerning vehicle registration. Motion carried
with all ayes.
Motion made by Michael Barron, seconded by Fred Ivie to adopt Resolution 2019-308, a resolution to establish
policies and fees for the cleaning of private sewers. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to approve PO 9026 to Tennessee Tractor for
$3,174.92 for repair to a lawn mower. Motion carried with all ayes.
Motion made by Michael Barron, seconded by Jennifer Hughey to approve PO 9013 to Alford's Tire for $2,737.32
for fire truck tires. Motion carried with all ayes.

Motion made by Jennifer Hughey, seconded by Fred Ivie to approve PO 8890 to ADC for $1,867.94 for chemicals
for the water and wastewater plant. Motion carried with all ayes.
Alderman Craig Blackburn returned at 7:55 PM.
Motion made by Jennifer Hughey, seconded by Michael Barron to pay the accounts. Motion carried with all ayes.
