Page 63 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, August 26, 2019, at 7:26 PM. Those present were Mayor Chris Younger, Alderpersons Ray Carroll, Bob Moore, Fred Ivie, Marty Graves, Jennifer Hughey, and Craig Blackburn. The City Attorney was present. Motion made by Ray Carroll, seconded by Bob Moore to approve the minutes of the August 12, 2019 regular meeting. Motion carried with all ayes. Visitors Harold and Patsy King of 188 South Poplar addressed the board with concerns about noise in their neighborhood. The Kings said the police had responded promptly, but despite the interactions with police, the malefactors had continued to disturb the neighborhood. Mayor Younger referred the matter to Chief Lindsey for further action. Mayor's Report Mayor Younger reported that Patrolman Mark Meadows had submitted a letter of resignation effective September 13. Motion made by Craig Blackburn, seconded by Jennifer Hughey to accept the resignation of Mark Meadows. Motion carried with all ayes. Daphne Prather with the United States Department of Commerce, Census Bureau addressed the board concerning the upcoming decennial census. She stressed the important of an accurate count in each community and encouraged the Board to assist in forming a local committee to increase the accuracy of the count. Mayor Younger thanked the Gibson County Fair for recognizing Dyer as its spotlight community for the 2019 fair. Mayor Younger announced that Fire Chief Ryan Shanklin would be resigning as fire chief(but remaining on the department) effective September 30, 2019 due to restrictions at his primarily employer. Mayor Younger said the board would begin discussing a new fire chief shortly. Motion made by Craig Blackburn, seconded by Fred Ivie to accept Shanklin's resignation effective September 30, 2019. Motion carried with all ayes. Mayor Younger reminded the Board about the upcoming street dance to be held on October 11, 2019. Department Reports Dyer Fire Chief Ryan Shanklin said that several grants were still outstanding; he is hopeful some will be awarded. He asked the board for permission to apply for a grant for $3,000.00 which would require a city match. The matching funds are already budgeted. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve applying for the grant. Motion carried with all ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to approve termination of CJ Bills from the Fire Department. Motion carried with all ayes. Dyer Police Chief Brad Lindsey said that Dyer would host a visit from retired Nashville Police Chief Joe Casey on September 16. Chief Casey will tour the department and attend a reception wilh local law enforcement. Motion made by Ray Carroll, seconded by Fred Ivie to approve up to $500.00 for use in catering the reception. Motion carried with all ayes. Public Works Supervisor Dale Carroll said that it would benefit the City to have an additional seasonal worker, especially with one employee presently out on medical leave. Motion made by Craig Blackburn, seconded by Fred Ivie to authorize Mayor Younger and Carroll to hire a 40 hour per week seasonal employee for $10.00 per hour with a termination date of no later than October 31, 2019. Mayor Younger thanked Alderperson Jennifer Hughey and Karen Mutter for setting up the City's display at the Gibson County Fair.  Page 54 Unfinished Business Motion made by Ray Carroll, seconded by Jennifer Hughey to pass on Its second and final reading Ordinance 2019- 262, an Ordinance to Amend Title 15, Chapter 7 of the Dyer Municipal Code concerning vehicle registration. Motion carried with all ayes. New Business Motion made by Ray Carroll, seconded by Jennifer Hughey to approve PO 9068 to Rescue 1 for $3,500.00 for a fire truck light bar and siren for the new truck. Motion carried with al l ayes. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve PO 9069 to Local Government Corporation for $1,575.00 for a printer replacement at City Hall; this Is the primary printer used for checks, utility bills, and other reports.
