Page 27 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 12, 2021, at 7:01 PM. Those present were Mayor Ray Carroll, Alderpersons Bob Moore, Marty Graves, Tom Mikkelsen, Jennifer Hughey, Michael Barron, Fred Ivie, and Craig Blackburn. The City Attorney was not present. Motion made by Marty Graves, seconded by Jennifer Hughey to approve the minutes of the March 22, 2021 regular meeting. Motion carried with all ayes. Visitors Colton Eddlemon from Dyer Scout Troop 243 addressed the board requesting permission to erect directional signs to the community storm shelter located at Dyer School as part of his Eagle Scout requirements. Eddlemon reported that the cost of each sign is approximately $22.95, with an approximate total cost of $300.00. Eddlemon has already discussed the installation of posts with the street department. Motion made by Fred Ivie, seconded by Jennifer Hughey authorize the project. Motion carried with all ayes. Judy Baker of 479 East College Street addressed the board requesting clarification on how the seat on the Board of Alderman vacated by Mayor Carroll would be filled. Mayor Carroll outlined the process to fill the vacancy, including the solicitation of nominations/applications. Mrs. Baker asked the board to remember that in selecting a new alderman, the Board's responsibility is to the citizens of Dyer, and not to one's personal preferences. Mayor's Report Mayor Carroll addressed the Board, expressing his gratitude for the opportunity to serve as Mayor and asking for the Board's support. He said that,"What we do is not about us; it's about the City of Dyer." Mayor Carroll asked the Board to confirm his appointment of Fred Ivie as Vice Mayor. Motion made by Michael Barron, seconded by Marty Graves to confirm Mayor Carroll's appointment of Fred Ivie as Vice Mayor of the City of Dyer. Motion carried with Moore, Graves, Mikkelsen, Hughey, Barron, and Blackburn voting aye; Fred Ivie abstained. .. ■ ■' 'I . The City Recorder administered the oath of office to Vice Mayor Ivie. Mayor Carroll asked citizens to remember that there are ordinances on the books prohibiting the disposition of grass clippings in streets, sidewalks, and gutters; grass and debris in storms sewers clog them up. Mayor Carroll also asked the Board and all present to remember the station dedication and reception to be held in honor of Bob Moore on Sunday at 2:00 PM. Mayor Carroll reported that four bids had been received for filter renovation at the water treatment plant. The low bidder is Waterserv (from Newbern) at a cost of $29,455.00, and that is the recommendation of the department to award the bid to Waterserv. Motion made by Michael Barron, seconded by Tom Mikkelsen to accept all bids. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Bob Moore to award the bid to Waterserv at a cost of $29,455.00. Motion carried with all ayes. Department Reports Assistant Fire Chief Ryan Shanklin said that three new first responders had recently passed their examinations; one still needs to pass. In addition, two firefighters have completed the fire academy. Shanklin also informed the Board that representatives from the State Fire Marshal's Office would be at the Robert W. Moore Fire Station for a presentation on Friday, April 23 at 1:30 PM for a presentation. Street Supervisor Dale Carroll asked citizens to bag leaves or otherwise mulch them as the leaf machine has been put up for the year. Mayor Carroll asked the Board to approve hiring two seasonal workers as the department moves into its busy time. Motion made by Michael Barron, seconded by Bob Moore to authorize Mayor Carroll with input from Supervisor Carroll to hire up to two seasonal workers at $10.00 per hour with an end date of September 17, 2021. Motion carried with all ayes.  Page 28 Mayor Carroll asked the board to adjust the pay rate for Tyler Landrum as a part time worker. Motion made by Jennifer Hughey, seconded by Tom Mikkelsen to pay Landrum $25,00 per hour "net" (after taxes) for any weekend he Is needed, and to guarantee him 4 hours each weekend he works. Motion carried with all ayes. Committee Reports Parks & Public Spaces Committee Chair Jennifer Hughey reported that her beatification group would begin receiving flowers and plants for public spaces in the next few weeks. The City Recorder told Hughey that Scout Troop 1783 may wish to assist as part of their community service work. Before moving to new business, Mayor Carroll encouraged citizens to be mindful of trash in Dyer neighborhoods. As he has been walking, he's noticed accumulations at street corners and on the roadside. He encouraged everyone to take a trash bag with them as they walk and to pick up what they see. "These are small things we can do; let's pitch in where we can," said Carroll. New Business Motion made by Michael Barron, seconded by Marty Graves to approve PO A-S230 to Hawkins, Inc for $2,557.50 for Water & Wastewater Chemicals. Motion carried with all ayes.
