Page 23 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 22, 2021, at 7:06 PM. Those present were Mayor Chris Younger, Alderpersons Bob Moore, Marty Graves, Tom Mikkelsen, Jennifer Hughey, Ray Carroll, Michael Barron, Fred Ivie, and Craig Blackburn. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Bob Moore to approve the minutes of the March 8, 2021 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger reported that Tyler Landrum had submitted a letter of resignation. Motion made by Michael Barron, seconded by Fred Ivie to accept Landrum's resignation. Motion carried with Carroll, Moore, Ivie, Hughey, Blackburn, Graves, and Barron voting yes; Tom Mikkelsen voted no. Mayor Younger said that Landrum could continue to assist on the weekends (for daily labs, etc). Motion made by Ray Carroll, seconded by Jennifer Hughey to employ Landrum on a part-time basis at his current rate of pay. Motion carried with all ayes. Mayor Younger summarized several ongoing projects including sidewalks, some upcoming dirt work at the David Robinson Recreation Park. He also discussed the near completion of the CDBG Grant; due to some change orders and delays, the City will be unable to apply for the next grant cycle. Younger also recapped the progress of the THDA HOME grant-the environmental work is almost complete and the grant Is moving forward. Younger also talked about expected upcoming funding from the State and the Federal Government related to the coronavirus pandemic. Department Reports Assistant Fire Chief Ryan Shanklin said the Dyer Fire Department would be distributing between 150 and 200 food boxes on Wednesday. Committee Reports Parks and Public Spaces Committee Chair Jennifer Hughey thanked Street Supervisor Dale Carroll for his work on the hole that had developed at the park. New Business Alderman Ivie noted a few potholes that need attention before PRI arrives to repair them. Mayor Younger read a prepared letter, and submitted his resignation effective immediately. Motion made by Ray Carroll, seconded by Fred Ivie to accept Mayor Younger's resignation effective immediately. Motion carried with Moore, Mikkelsen, Ivie, Hughey, Blackburn, Graves, and Barron voting aye; Ray Carroll abstained. Mayor Younger left the chair. The City Recorder administered the oath of office to Ray Carroll. Mayor Carroll took the chair. Motion made by Michael Barron, seconded by Marty Graves to pay the accounts of March 22, 2021.
