Page 19 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 8, 2021, at 7:04 PM. Those present were Mayor Chris Younger, Alderpersons Bob Moore, Marty Graves, Tom Mikkelsen, Jennifer Hughey, Ray Carroll, Michael Barron, Fred Ivie, and Craig Blackburn. The City Attorney was present. Motion made by Bob Moore,seconded by Jennifer Hughey to approve the minutes of the February 22, 2021 regular meeting. Motion carried with all ayes. Mayor's Report Without objection Mayor Younger asked the board to take up Resolution 2021-318, a Resolution Honoring Robert W. Moore for His 56 Years of Service to the Dyer Fire Department and Providing for the Naming of the Dyer Fire Station in His Honor. Mayor Younger asked the City Recorder to report the resolution. The resolution having been read, motion made by Ray Carroll, seconded by Marty Graves to adopt Resolution 2021-318. Motion carried with Graves, Mikkelsen, Hughey, Carroll, Barron, Ivie, and Blackburn voting aye; Bob Moore abstained. Department Reports Water & Wastewater Superintendent Randy Gregory reported to the board about ongoing problems at the water treatment plant. For the past several months, during backwash, water has been boiling up in spots on top of the filter. Gregory adjusted the air relief valve hoping it would solve the problem, but the problem continued to occur. The boiling up is causing filter media to be dispersed; filter media is also found in the clear well. Gregory said the problem is likely in the underdrain system, and that to inspect the underdrain, the filter media will have to be removed and replaced. The estimated cost for filter media removal, replacement and inspection is up to $6b,000.00. This will not include any repairs necessary to the underdrain. Motion made by Ray Carroll, seconded by Jennifer Hughey to appropriate up to $60,000.00 for filter media replacement and underdrain inspection and to solicit bids for the work. Motion carried with all ayes. Committee Reports Fire Committee Chair Marty Graves reported that three trucks needed repairs; there were different, small problems with each. They're all working now. Graves also reported that he and the fire department are investigating a possible digital signage grant for the fire department; this sign would be a large digital messaging sign that could be installed at the Robert W. Moore Fire Station for fire-prevention and community messaging. Parks and Public Spaces Committee Chair Jennifer Hughey said she'd been in contact with Public Works Supervisor Dale Carroll about a large hole near one of the dugouts at the David Robinson Park. Carroll reported that the hole seems to be the result of a storm drain, and that it's been packed with quick-crete and red sand for the time being. Public works will continue to monitor it. Alderman Ray Carroll left the meeting at 7:21 PM; he returned at 7:28 PM. New Business Motion made by Tom Mikkelsen, seconded by Michael Barron to approve up to $S,S00.00 for inspection of well ftS. Water and Wastewater Superintendent Randy Gregory reported that production had fallen off on the well, and the quality of the water had been declining. Well #S is the only well on a back-up generator, and was installed in 2001. Motion carried with all ayes. Motion made by Marty Graves, seconded by Jennifer Hughey to approve PO A-S217 to Hawkins for $2,076.32 for Water & Wastewater Chemicals. Motion carried with all ayes. Motion made by Jennifer Hughey,seconded by Tom Mikkelsen to approve up to $4,000.00 for replacement of a gearbox at the water treatment plant. Purchase of repair parts had previously been authorized, but Randy Gregory reported that the appropriate parts cannot be purchased, a new gearbox will be needed. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Fred Ivie to solicit bids for a raw water meter at the water  Page 20 treatment plant. Motion carried with aii ayes, Motion made by Ray Carroll, seconded by Michael Barron to approve up to $5,000.00 for a cover for the sludge drying bed. This may be covered by insurance since the old cover collapsed during the snow, Motion carried with aii ayes. After reminding the board that the wastewater plant needed a new gate, motion made by Tom Mikkeisen, seconded by Fried ivie to approve up to $4,000,00 for a new gate at the wastewater treatment plant. Motion carried with aii ayes. Motion made by Ray Carroll, seconded by Jennifer Hughey to pay the accounts of March 8, 2021. Motion carried with all ayes.
