Page 15 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, February 22, 2021, at 7:08 PM. Those present were Mayor Chris Younger, Alderpersons Bob Moore, Fred Ivie, Ray Carroll, Marty Graves, and Jennifer Hughey. The City Attorney was present. Motion made by Bob Moore, seconded by Jennifer Hughey to approve the minutes of the February 8, 2021 regular meeting. Motion carried with all ayes. Mayor's Report Mayor Younger asked the board to approve an additional $5,000.00 in asphalt repair under the existing contract with PRI. Motion made by Ray Carroll, seconded by Marty Graves to approve up to $5,000.00 in additional asphalt repair by PRI. Motion carried with all ayes. Mayor Younger informed the board that the Street Department will install a culvert near 214 Division Street where the road is falling off on both sides. This is a location where some asphalt repair is needed, and this culvert will prevent the repairs from subsiding. He also said that he anticipates that the CDBG contractor will use a camera to inspect an area near East South & Hull; also, that some excavation and ditch work will be done there, possibly adding a culvert to alleviate flooding. Mayor Younger asked all board members and department heads to pass on any information they hear or find about grants that might benefit the city, stressing that it's not City Hall or any one person or department's job to know about every grant available. Younger stressed that some grants aren't cost-effective for the city. Mayor Younger asked Alderman Carroll to begin working on a S year plan including sidewalks, roads, ditches, culverts, and other public projects. He hopes Alderman Carroll can have the beginnings of a list or plan in two months whereafter a team may be assembled to vet and further plan. Alderman Carroll said this plan would help narrow down which grants might be appropriate. Mayor Younger asked Alderman Moore to help spot locations in the city where specific work may be done along roadways and other places; he asked Alderman Moore to submit work orders through City Hall for these things. Mayor Younger asked Alderman Ivie to look at the basketball court behind the Jr. High School, as well as the old horse track, and ball fields, and to see what improvements or amenities might be added to those areas. Mayor Younger asked Alderperson Hughey to look at the park and see if the parking lots could be paved, patched, or sealed, and also to see about trees and other enhancements that may need special attention. These items should be submitted to Mayor Younger who will talk with public works about how to address them. Mayor Younger said that the first budget meeting will be held in the first week of May and asked supervisors to consider what they need rather than their "wish list". Department Reports The City Recorder said a repair will be necessary to a gearbox at the water treatment plant. Motion made by Fred Ivie, seconded by Marty Graves to approve up to $3,500.00 for repair parts for the gearbox at the water treatment plant. Motion carried with all ayes. New Business Motion made by Marty Graves, seconded by Ray Carroll to approve PO A-S198 to Hawkins, Inc. for $1,505.00 for Water & Wastewater Chemicals. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve up to $3,500.00 for the repair of a Street Department truck by Brad's Truck &. Trailer Repair.
