The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, May 10, 2021, at 7:03 PM.
Those present were Mayor Ray Carroll, Alderpersons Tom Mikkelsen, Jennifer Hughey, Fred Ivie, Marty Graves,
and Michael Barron. The City Attorney was present.
Motion made by Jennifer Hughey, seconded by Fred Ivie to approve the minutes of the April 26, 2021 regular
meeting. Motion carried with all ayes.
Visitors
Jim Hesse of 241 Broad Street addressed the board. He asked questions about CARES Act funding received to date
as well as American Rescue Plan funds, and if the City Board had conducted any long-range planning for
infrastructure needs.
Mayor's Report
Mayor Carroll presented a proposal to the Board to award a 4% pay increase, effective immediately. Additionally,
the proposal would pay a $2,080.00 bonus to full-time employees over the next two months. Carroll acknowledged
that wage adjustments would continue to be necessary, and that he hoped the Board would consider additional
adjustments as they prepared the FY 2022 budget.
Motion made by Michael Barron, seconded by Jennifer Hughey to adopt Board Motion 2021-001 which
implements a 4% pay increase for full-time employees and awards a $2,080.00 bonus over the next two months.
Alderman Barron Veiterated'that he is concerns about percentage based wages benefiting higher paid employees
more than lower paid employees. Several members were concerned about employee retention. Alderman
Mikkelsen noted that some local towns are paying more than Dyer. The Board will consider additional
compensation adjustments as part of budgeting. Motion carried with all ayes.
Mayor Carroll announced that budget meetings will be on May 17, and will continue on May 20, May 25, and May
27. Additional meetings may be held on June 1 and June 3 if necessary. The Board will consider the 2021-2022
Annual Budget on its first reading at a called meeting for that purpose on June 8 and on its second reading at the
regular meeting on June 28.
Mayor Carroll noted that this week is National Police Week and expressed his gratitude for the work the Dyer
Police Department does.
Mayor Carroll said Sam Hill had submitted a letter of resignation. He did not give two weeks notice. The letter was
read aloud. Motion made by Michael Barron, seconded by Tom Mikkelsen to accept Hill's resignation. Motion
carried with all ayes.
Department Reports
Dyer Fire Chief Brandon Rudd asked the board to appoint and hire Parker Crandall, Dylan Muellman, and Camran
Younger as firefighters. Motion made by Marty Graves, seconded by Jennifer Hughey to appoint and hire Crandall,
Muellman, and Younger. Motion carried with all Mikkelsen, Hughey, Ivie, and Graves voting aye; Michael Barron
abstained.
Chief Rudd asked the board to terminate Will Pearson and Shelby Thompson from the Fire Department. Motion
made by Fred Ivie, seconded by Marty Graves to terminate Will Pearson and Shelby Thompson. Motion carried
with all ayes.
Committee Reports
Parks & Public Spaces Committee Chair Jennifer Hughey said that some local citizens have begun some landscaping
and flower planting and it looks really good.

New Business
Motion made by Fred Ivie, seconded by Marty Graves to approve PO A-5221 to National Water Service for
$5,550.00(was previously approved for $5,500.00), Motion carried with all ayes.
Motion to approve up to $4,353,20 to Brad's Truck & Trailer Repair for Street Department Truck Repair(was
previously approved up to $3,500.00). Motion carried with all ayes.
Mayor Carroll asked the Board to confirm his appointment of Tom Lannom, Keith Slier, and Scott Jewell to the Dyer
Industrial Board with terms to expire on May 8, 2026; and to appoint Allison Little to an expired term on the Dyer
Industrial Board ending May 8, 2024. Motion made by Fred Ivie, seconded by Tom Mikkelsen to confirm the
appointments. Motion carried with all ayes.
Motion made by Jennifer Hughey, seconded by Marty Graves to pay the accounts of May 10, 2021. Motion carried
with all ayes.
