Page 31 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 25, 2022 at 7:02 PM. Those present were Mayor Ray Carroll, Bob Moore, Michael Barron, Jennifer Hughey, Bett Jewell, Tom Mikkelsen, Craig Blackburn, and Craig Ivie. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Fred Ivie to approve the minutes of the April 11, 2022 regular meeting. Motion carried with all ayes. Visitors Sara Williams addressed the board on behalf of the Dyer Station Celebration Committee asking if the City would consent to painting numbers on front street to make the cakewalk easier during the July events. There were no objections from the board. Williams also asked the City to affirm it's annual contribution to the committee. Motion made by Fred Ivie, seconded by Jennifer Hughey to approve a $1,500.00 donation to the Dyer Station Celebration Committee. Motion carried with all ayes. Mayor's Report Mayor Carroll reported to the board that a new business. Cooper Firearms, has opened in Dyer. Department Reports The City Recorder said that the direct deposit implementation is going very well. Online payment continue to grow, and many people are paying earlier than in the past, thus saving the late fees. Alderman Barron asked about ARP funds; the City Recorder said that plans are coming together and Mayor Carroll said there would be a presentation to the Board soon. Water & Wastewater Superintendent Randy Gregory said that one of the TDEC ARP projects will likely be installation of a screw press; a company will be here in June to demonstrate their product at the wastewater plant. Committee Reports Park Committee Chairperson Jennifer Hughey said the park is neat and clean. Alderperson Jewell asked who is taking care of the trees; Mayor Carroll said that day to day work is completed by public works and by Art. Mayor Carroll is going to perform some work himself in the next week, trimming back branches. Alderman Barron asked if there was a provision for funding the Dyer Volunteer Ball League. The City provided a contribution several years ago, but hasn't made a contribution since the City began mowing the fields (the league previously maintained all the fields). Barron said that many people were investing time and materials and hoped 'the City might contribute in some way. Motion made by Fred Ivie, seconded by Jennifer Hughey to repair the machine used to drag the fields and to provide up to $500.00 in materials (such as sand, equipment, etc) for the support of the league. Motion carried with all ayes. Unfinished Business Motion made by Fred Ivie, seconded by Bob Moore to pass on its second reading Ordinance 2022-271, An Ordinance to Amend Title 13, Chapter 1 of the Dyer Municipal Code, concerning the open burning of leaves. Motion carried with all ayes.. New Business Alderman Ivie expressed some concerns about trash and waste along some streets. Motion made by Michael Barron, seconded by Bob Moore to pay the accounts.
