Page 27 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, April 11, 2022 at 7:01 PM. Those present were Mayor Ray Carroll, Bob Moore, Marty Graves, Jennifer Hughey, Tom Mikkelsen, Craig Blackburn, Bett Jewell, and Michael Barron. The City Attorney was present. Motion made by Jennifer Hughey, seconded by Bob Moore to approve the minutes of the March 28, 2022 regular meeting. Motion carried with Moore, Graves, Hughey, Mikkelsen, Jewell, and Barron voting aye; Craig Blackburn abstained. Visitors Roger Harper of High Street said that he enjoyed the wrestling event. Mayor's Report Mayor Carroll commended the Fire Department for organizing the wrestling event and thanked them for their quick response when a member of the audience required emergency medical care. Alderman Fred Ivie arrived at 7:03 PM. Department Reports Dyer Fire Chief Brandon Rudd said the department is considering purchasing a large fryer for fundraising; the fryer would serve multiple purposes within the city. The department intends to host a fish fry in June or July, and possibly cook turkeys in the fall. The fryer under consideration is a six basket fryer similar to the one used in Yorkville. Motion made by Marty Graves, seconded by Bob Moore to approve up to $1,432.93 for the purchase of a fryer. Alderman Ivie confirmed that the City could use it for other events. Motion carried with all ayes. Chief Rudd asked the board to hire and appoint Jordan Cook as a firefighter. Motion made by Jennifer Hughey, seconded by Marty Graves to hire and appoint Jordan Cook as a firefighter. Motion carried with all ayes. Dyer Police Chief Brad Lindsey said the radios, previously on backorder, had been received. He said they would run an ad for a full-time patrolman in the paper. Public Works Supervisor Dale Carroll said he received one estimate from Eric Langston to complete the plumbing work necessary at the Eagle Community Center. The $3,500.00 estimate includes running water lines and the other needed repairs and improvements. Motion made by Fred Ivie, seconded by Jennifer Hughey to approve $3,500.00 for Eric Langston to complete the plumbing at the Eagle Community Center. Motion carried with all ayes. The City Recorder reported that implementation of direct deposit is going well. He also said that having a credit card payment option online may be encouraging some people to pay utility bills earlier; this is saving them the penalty which is assessed on the lO**" of the month. Water & Wastewater Superintendent Randy Gregory said that Labtronx had determined that the analytical balance could not be calibrated. A new balance will cost $2,106.03 from Labtronx. Motion made by Craig Blackburn, seconded by Marty Graves to approve $2,106.03 for the purchase of an analytical balance from Labtronx. Motion carried with all ayes. Gregory also said that Frank, the part-time worker, is cutting back his hours. Frank has been incredibly valuable, especially with lab work and while Tracy was being trained. Gregory said we need to continue searching for a full- time person, but would like to hire an additional part-time laborer to help with some tasks requiring intense labor. Committee Reports Alderman Michael Barron said the fields have been sprayed and look good. Barron noticed that several volunteers associated with the Dyer Volunteer Ball League have been offering their time and some materials to improving the fields. Barron encouraged the City to assist in any way they could. Alderperson Bett Jewell was concerned that some dogs were being let off their leashes at the park. The Board had an extended discussion about the policies for  Page 28 use of the ball fields; the City Recorder reminded those present that the Board had adopted a policy on use of the fields for organized tournaments, and that, generally, the Dyer Volunteer Ball League has always had priority during their season. New Business Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-5571 to Hawkins, Inc for $1,445.44 for Water & Wastewater Chemicals. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Bob More to approve PO A-5584 to Sullivan Fabricating for $1,560.00 for Repair to Large Skid-Steer Bucket. Motion carried with all ayes. Motion made by Craig Blackburn, seconded by Fred Ivie to approve up to $1,600.00 for the purchase of Fireade Foam from NAFECO. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-5585 to Thompson Machinery for $1,885.25 for Hydraulic Leak Repair on Backhoe. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Marty Graves to adopt Resolution 2022-324, a Resolution to Authorize Applying for a CDBG Grant. Motion carried with all ayes. Motion made by Jennifer Hughey, seconded by Bob Moore to pass on its first reading Ordinance 2022-271, An Ordinance to Amend Title 13, Chapter 1 of the Dyer Municipal Code, concerning the open burning of leaves.
