Page 23 The City of Dyer Board of Mayor and Alderpersons met in regular session, Monday, March 28, 2022 at 7:01 PM. Those present were Mayor Ray Carroll, Bob Moore, Marty Graves, Michael Barron, Tom Mikkelsen, Fred Ivie, Bett Jewell, and Jennifer Hughey. The City Attorney was present. Motion made by Bob Moore,seconded by Michael Barron to approve the minutes of the March 14, 2022 regular meeting. Motion carried with Moore, Mikkelsen, Ivie, Jewell, and Hughey voting aye; Marty Graves and Michael Barron abstained. Visitors Tom Lannom, Chairman of the Dyer Industrial Board (IDB), addressed the Board of Aldermen concerning a partnership between Industrial Board and the City in developing new welcome signs for Dyer. Lannom said the IDB had received a grant from Gibson Electric that might be used to fund a portion of the sign cost. Lannom shared two possible sign renditions that might be placed on each end of Main Street as well as on the bypass. He said pricing would be forthcoming on these renditions. The signs, as discussed so far, can be updated with information on upcoming events or with seasonal messages. Mayor Carroll asked for volunteers to serve on a joint committee; Tom Mikkelsen and Bett Jewell volunteered to serve on the committee with Industrial Board members. Tom Lannom of 661 East College Street addressed the board concerning his candidacy for Gibson County Mayor. Mayor's Report Mayor Carroll read a letter from Ken Casey tendering his resignation effective March 29, 2022. Casey will retire from law enforcement. Motion made by Bob Moore,seconded by Jennifer Hughey to accept Casey's resignation. Motion carried with all ayes. Mayor Carroll said that budget meetings were being rescheduled until May in order for additional information to be available. Department Reports Assistant Fire Chief Ryan Shanklin asked the board for permission to apply for a regional recruitment and retention grant with several other departments in Gibson County. This is a 0% match and will cost the City nothing. Mayor Carroll told Shanklin to go ahead. Shanklin also announced that the Patriot Day festivities will be held on September 9 and 10; the park will be used for some events. There will be a concert with some major country music performers. He also reminded everyone present of the wrestling event on Friday and the upcoming street dance featuring Buckshot Daisy on May 21. Street Department Supervisor Dale Carroll asked the board to authorize hiring a student worker for $8.00 per hour; this is the same program the City used last year to hire seasonal workers (at no cost to the City). It's likely there will be grant money to fund this program in the coming months. Motion made by Marty Graves, seconded by Jennifer Hughey to authorize hiring a student worker through the program at $8 per hour. Motion carried with all ayes. The City Recorder said that the credit card and online payment system is working well. Alderman Barron asked about fees and the City Recorder explained there is a 2.5% processing fee on credit transactions and a $1.00 fee on ACH transactions. Committee Reports Park Committee Chairperson Jennifer Hughey said the park is looking very good. Dale Carroll said the fixtures for the ballfield lighting have arrived and will be installed with coordination among Gibson Electric and Higdon Electric when it is dry enough to do so. New Business Motion made by Jennifer Hughey,seconded by Bob Moore to approve up to $3,819.00 to Area Wide for Upgrading Fire Truck Radios to New Frequency. Motion carried with all ayes. Motion made by Fred Ivie, seconded by Jennifer Hughey to approve PO A-5566 to Hawkins, Inc. for $1,632.06 for Water & Wastewater Chemicals, Motion carried with all ayes. Motion made by Fred Ivie, seconded by Bob Moore to approve up to $1,500.00 to Area Wide for License Keys for Radios. Motion carried with all ayes, Motion made by Jennifer Hughey, seconded by Bob Moore to pay the accounts. Motion carried with all ayes.
